What does it have to do with ScriptHookV? It doesn't depend on it so even if SHV is not updated at the time of the release, that's not an issue for LSPDFR in itself.

0.3 was released on Sunday, January 17.

So certainly this is coming by a Sunday, might be 10 or 24 Feb but my best guess is the 17 February 😎

It depends on what computer you have, if you play on i.e. a laptop the frame rate will definitely be worse.
