I want to make it clear that I never defend cops when they are in the wrong. However, I can see why the shooting is justified. For one thing, the owner should've kept control of the dog, and failed to do so when the dog bit the person on the sidewalk. I didn't even see a leash on it. The dog already bit someone, proving it was violent, and attempted to charge at a bystander and then at the cop. The only alternative I could've seen was tazing the dog or using a baton, but the dog would've probably been euthanized anyways because of the danger it has already shown. My only issue with this is that a civilian wouldn't of been able to legally shoot a charging dog most of the time (especially in NY), but the cop was able to. EDIT: I read more of the story. I take back some of what I said about the owner controlling the dog. However, I would rather see the dog shot than see someone die on the sidewalk because their dog prevented their help.

LCPD sniper teams can be found on the roofs of some buildings when you go on a rampage. I'm pretty sure they can be found near the courthouse in LC also.

You ask why we need guns, and the answer is in your last sentece, "hell, even the government misuses them." The reason why we cling to our guns so bitterly is because we didn't roll over and let our motherland give us our freedoms, we fought bitterly to a stalemate using those guns in the late 1700s. Not only were we told that our "right to bear arms shall not be infringed," the founders even wrote to eachother about the need for the citizens to have equal weaponry to that of an average infantryman to be able to overthrow a tyrannical government. The thing people fail to understand about guns in the US is that there are too many of them for a ban to work. We have too much of a gun culture, which did not exist in places where strict gun control was "successful." Anywhere in the US where strict gun control is put in effect, like California, New York City, Chicago or Washington, crime takes off because only the criminals there have guns, compared to suburbs in the Midwest where at least half the houses have a gun, with little crime. If there was an attempt to do as you said, removing all guns by force, that would launch a bitter civil war that would result in millions dead. Our military is having a tough time keeping a few thousand illiterate third worlders under control in Afghanistan, could you imagine the carnage that would come from 80 million gun owners with 270 million guns?

It's pretty hardcoded into the game for police to drive like that. It's gotten slightly better in the next version with options for during pursuits, but AI driving still sucks.

Not bad actually. My family is on good terms with a lot of area gun stores, and we got some stripped lowers for $139. We also purchased several PMAGs from another store for the pre-panic price (and more than their new limit). However, in one store we helped out at for about an hour the last 6 AR-15s were sold in the time we were there, and the last new AR-15 in my area was sold at the local distributor, but they still have dozens of used ones.

Depends on your modeling skill, but all the ELS-H cars I know of are released locked, so you won't be able to do that. If the car already has ELS-H in it's original name (like Lt. Caine's cars), then it is already mapped for ELS-H. To give it an ELS-H flash pattern instead of LEDs, you need to open up the ELS.ini file, go to the car you replaced it with, then change the setting (I think it's halogen) from "0" to "1".
