I'm not that tech savvy, so I'm not sure if I've chosen good parts or not. Any suggestions for improvement would be good. Keep in mind I'm willing to spend up to around $650 on it though.

You're definitely over-paying for that Lite-On optical drive; other brands come much cheaper.  Take this $15 LG for example;

I have a GTX 670 now. I can't really explain the issues with the high polygon cars. Everyone's install of GTA IV is a little bit different, and the hardware some of us are running the game on now is far different than what was available when the game launched. Rockstar North said that the games high detail settings were intended for future hardware, but that was a cop out to excuse themselves from the horrible performance of this console port on high end PC's of the day. They certainly didn't patch the game aggressively to accommodate the newer hardware as the years went on. Also, I'm running LCPD:FR on the vanilla, retail disc version of GTA IV. Many people here, including most (if not all) testers use EFLC, which is a slightly improved build of GTA IV's game engine, which may account for better accommodation of higher polygon count models, and bigger textures. I can only theorize of course, since I didn't develop the game, and can't see the source code for the game for that matter.

Also Aubrain, I'd toss the CPU and motherboard and that build. That CPU is severely outdated and would cap the performance of the graphics card, denying your ability to take full advantage of it.

So I managed to get a much better quality build for a few less dollars.

 

Those Pop-Tarts are an excellent choice, they should help run GTA IV with no problem :p

 

But, as unr3al said, you should get a newer CPU. Intel i5 at least, I would say; for AMD I don't know what a minimum CPU would be, but I have the AMD FX-8120 8 core 3.1 GHz (overclocked to 3.4 GHz) and it works perfectly fine for me.

So this is what i got on a Tower that was built 7 years ago

.*AMD Athol Processor LE-1660, 3.2GB Ram,(have the Ram maxed out so they say for I think XP?) ATI Radeon HD3600 XPpro.SP3

 

..I am in the process of rebuilding it EXCLUSIVELY for GTAiv..more so for LCPDfr..so far i know the first upgrade's are going to be Windows 7 o.s. , and a Vid card.. in your Officers opinion witch Graphics card.. and what else would i need to upgrade to play and record video's for LCPDfr?? all comments welcome and GREATLY appreciated!!..mind you i can only afford to upgrade the o.s. and Graphics card for now...here's some suggestions for a Video card from Officers whom took time to respond..thank you to them and all that will respond..i will be ordering/buying it this Fri and my tower goes into the shop Monday....Hoo fuxin AH!...i believe the windows 7 OS and the Graph card is the prioritization right now...unless i get other suggestions...i have a budget of 200-250 for a Vid Card. (not sayin i want to spend that much ...but i'm willing i just want it LCPDFR to run smooth as snot on ice.. for LCPDFR and Mods associated., period. Just a question, is the Radeon 6670 able to handle GTAIV on highest settings, and do you think it will handle GTAV?

For my birthday, I'm willing to sacrifice my airsoft loadout for new PC parts. So far I need a video card and PSU...

The best you can afford. lol ENB depends on your processor too though. Putting a great graphics card in a crap desktop won't help as much as you'd like.

And willpv23, it's a matter of opinion. But most people favor ASUS or EVGA if money's no object. I've used PNY for four different nVidia cards, myself.

I have EVGA for my current GeForce GTX 650, and just bought an ASUS GeForce GTX 660 Ti, and the ASUS was actually a lot cheaper than I normally see for the 660 Ti.

I'm trying to buy a new desktop that can play GTA V with LCPDFR + other mods like new cop cars, police helpers, and so on without getting error message in the middle.

 

Past responses to the problem was that computer was overheating and so on...

 

I was wondering if someone can recommend me a computer or tell me some specs,

so my games don't crash after 15 minutes of playing...

Still crash.

GTA crashes no matter what computer you have. For some people, it takes a few hours to crash and for some people is crashes every 10 mins and also gives everyone error messages.

no one computer works better then the next. it just depends on what you have in the computer. you don't always have to go big or go home. go to computer benchmarks and there you can see what products are better then others. just because the price is high for a part doesn't always mean its better. plus you can build your own computer like i did for cheaper then you can buy...... plus you know whats in it for sure. I love my computer an it's my first build. im currently looking at building another computer or just upgrading mine a little more. but look into building your own computer. youll be surprised on how much you can save.
