Most likely a configuration issue. Remove all EUP Menu files (including the presetoutfits file), then reinstall EUP Menu.
Then reinstall the latest RAGENativeUI from here: https://github.com/alexguirre/ragenativeui/releases (do NOT use the one included with EUP Menu. Overwrite it if you installed it).

It seems like you want the entire source code of LSPDFR released to be satisfied, which simply isn't going to happen, at least not for a long while. And even then what would you hope to gain? You would need an in depth knowledge of programming to understand what any of the code does and no one has the time to sit here explaining every line to you.
The mod has over 18 million downloads, don't you think it would have been found out if it did anything malicious?

The one that is missing is the yellow special ability bar, which will only show if you are playing as Franklin, Trevor, or Michael.

LSPDFR plugins get installed into plugins\LSPDFR, however based on your screenshot you likely will have other files installed incorrectly for those plugins. Again make sure to read the install instructions - most plugins you just have to drag and drop the files as they are.

Will's post in ELS Cruise Lights was marked as the answerI believe this is when the ELS VCF is using CHP as the lighting format. I believe you would need to edit the VCF and change anywhere that says CHP to LEDS (or other appropriate lighting type, LEDS is probably best based on that screenshot).

Will's post in Vehicle Texture Issue was marked as the answerAs he said, police5 was added to GTA V in the latest update, causing mod packs that normally include police5 as an addon to mess things up.
The best solution I can think of is to rename your modded police5 to something like police5addon and be sure to change any references to police5 in the mod's vehicles.meta and carvariations.meta to police5addon as well.
As a side note, it is against site rules to involve money in support requests. I am removing any references to cash rewards from your post.

Will's post in LSPDFR crashing was marked as the answerThe crash at the end of your log is a result of lore callouts. You can send the log to the developer as it's possibly fixable from their end.
Simply removing a bunch of plugins will of course increase stability, as with any game adding a ton of mods increases the chance of having issues. But in this case the crash is specifically related to lore callouts. As a suggestion to anyone giving support, try to address the issue shown in the log file instead of simply telling users to remove all of their mods.

It's probably a random issue, unfortunately GTAV is not exactly mod-friendly so crashes happening after playing for a while are to be expected.

Will's post in Prisoner Transport was marked as the answer(This is for default LSPDFR, if you use Ultimate Backup you would have to change Ultimate Backups configuration files).
You change it in Agency.xml in lspdfr/data. You should first copy the default Agency.xml into the lspdfr/data/custom folder (this works similar to the mods folder) before editing it.
In the default LSPD agency shown below, the police van model (policet) is used for transport backup. You can simply change the model name to whatever you want to use, or add another <Vehicle> below it and a random one will be chosen.
Also note that both the Patrol Unit loadout and Transport Unit loadout have the flag "RespondAsTransport" so either loadout will be chosen at random. Remove this flag from the Patrol Unit loadout if you don't want it to be picked.

Will's post in backup not working was marked as the answerThis sounds like the old issue of having "police ignore player" or a similar setting enabled in a trainer. If you use a trainer make sure these options are disabled.
