    I've solved my problem.  After a clean install it appears that you MUST use the scripthook, advancedhook, and dsound.dll included with ELSV8; the ones that come with LCPDFR are not compatible and will crash the game if used when ELS V8 is installed.

    Remove all of its components.  If I recall correctly, that includes the ELS folder, ELS.ini, and ELS.asi.  They can be found in the root folder of GTA IV.  Then, bring in the new files from V8 and overwrite files when prompted to.

    Though I cannot comment on the logs as I am not well-versed in 1.0's coding, I can help with the callouts.  In the lcpdfr configuration file [ini], look for the callout multiplier setting and increase that value.  Then look for the Maximum Time Between Callouts [it is in seconds] and decrease that value.  You should be getting callouts more often now.

    The callout multiplier multiplies the likelihood that a callout will be received.  Hence raising this value will raise the amount the possibility of receiving a callout is multiplied.
     
    You should decrease the maximum time between callouts if you want to have them more often.

    That would be directly related to the vehicle not having a line in the handling.dat file, or having a line that doesn't quite match up well with the vehicle model. 
     
    Note that the above info is for those that may still be encountering the problem.  It's always a pain when you google search, find exactly what your problem is, but have no solutions actually appear in the thread. :D
