Just moved to North Carolina...suggestions?!?
The main thing is... people are a lot friendlier there. Don't be surprised when hot girls randomly say hi to you as you're walking down the street. It's a really different vibe down South, people aren't as reserved or as quiet as people in the Northeast. When I went on vacation in South Carolina for a wedding in 2013, it was a complete shock at how differently people behaved. People would just randomly smile at your or say hi, some would even make small talk. It's a really different vibe as I said before, in a good way. Enjoy it.

The Xbox 360 has been discontinued?
The PS2 was manufactured until 2013, almost 7 years after the PS3 was already released. I think they should wait another 3 years honestly, if there's still sales.

With him gone, R*'s games will never be the same in quality or scope. He had incredibly high standards and always made the push for small details. It was announced back in January that he left R* games, but now with this news, he's definitely never returning. He attempted to return to work April last year, and found that his key card was deactivated, and was escorted out by security without reason. R* was apparently deceptive and blocked him from returning. The Houser brothers banked millions from the contract Leslie was supposed to get, which appears to be one of the possible main reasons. New cars for the LAPD
It would be difficult for me to get into a 70's theme, namely because it's difficult to believe it when every single NPC in the game is walking around with a smart phone, wearing modern clothing, along with modern Los Angeles landmarks. It would be almost impossible (or it would at least take a lot of work) for a mod to change all of these things. For me, it'd be easier to have it as an in-game "show car" rather than an actual patrol vehicle.

1998 Ford Crown Victoria Unmarked LAPD
As much as I wish there were 2013 Crown Victoria's, there aren't. It went out of production on September 15th, 2011. The final models built were 2012 LX's. They were shipped to Saudi Arabia since they were illegal for sale in the U.S. (because they lacked electronic stability control which all 2012 Model Year cars required.) The Police Interceptor never made it to the 2012 mark, though the LX did in limited quantities.

What is going on here?
I see that others have already taken the time to respond to this little gem. I know that I'm a bit late, but I'm still going to throw in my two cents. I'll keep it short and sweet. I, and other testing team members, have taken many hours out of our day to test the mod. We did test the mod, a lot. And you have no right to say we didn't, since you wouldn't know from the outside. LMS himself spent countless hours fixing bugs and polishing it the best he can. As far as I'm aware, he is the only one that develops the modification. Sam does a little too, but he also has priorities with running the site (as well as real life priorities, as we all do). I'm sorry you feel that we didn't work hard enough, but everyone did the absolute best they could. As Cyan said, we don't owe you anything at all. This is something that's done during free time, it's not a job. And it's done for free. No one is making you use the mod, so remove it if you don't like it. If you feel that you can do better, then make your own modification. That said, I'm sure the issues you're bringing up will be addressed in the future. But as of now, from what I can see, everyone is taking a bit of a break. A well deserved one at that.

Advice On New Computer
It depends on the laptop. They mainly fail because of the amount of heat they generate, and they lack the cooling and airflow that desktops do. Now, my old non-gaming HP laptop from 2009 (my Dad only uses it now for internet browsing) runs perfectly and hasn't had any issues. Mainly because it's a normal laptop and doesn't generate extreme heat. If you were to find a gaming laptop that had extremely good cooling, it may work out. But either way I would avoid laptops entirely, as Harper said above. Desktops offer more performance for the price too.

GTA V memory low
I doubt that helps much. Maybe 1-3 additional fps, but it's not worth the effort of having to do that every time you're about to play. I suggest using a program like Razer Game Booster instead (it's free). It closes out unnecessary processes for you automatically, every time you launch a game.

Around here, since we see them all the time, I suppose everyone knows it's the state police. But maybe an old lady wouldn't. Here's my town, which followed a similar trend when they had all Crown Victoria's. Now they're starting to do half and half, some with "POLICE" markings and some all black like before. I should also add that all CT State Police LED lightbars say "State Police" in the middle of the lightbar, which is the only marking.

Here in Connecticut, every state police cruiser is "unmarked" with lightbars. Although, there's a few slicktop cruisers that are undercover. I notice my town (all black with lightbars, a few marked) and some towns around me follow the same style. Some cars are solid black with crystal clear LED lightbars, some cars are solid blue with lightbars, and so on. It saves money I suppose when not having decals and it's somwhat unique. I've yet to see any other police department in the world do what some departments in Connecticut do. Because of this trend, unmarked government cars are difficult to notice around here. Usually they're Chevrolet Tahoes, which people seem to suspect less. I've never actually seen a Chevrolet Impala in service ever before, so around here you can pass one without having to worry at all.

I'll ask if it'd be possible to have this option, since I imagine it can be pretty annoying for some people that don't want a lot of NPC cruisers.

Tone down default backup?
There may be something in the backup.xml. It's located in your Grand Theft Auto V/LSPDFR folder. Right click on it, and open it with notepad. If there's nothing in relation to that inside, I don't know if there's any other way to tone down the backup that spawns at a callout.

Actions and Location on HUD
That's strange. It's supposed to be there. If you unload the mod, and ForceDuty (this is a lot faster than going through the whole police station process, press F4 and type in ForceDuty), does it appear? If the issue still persists, close the game and restart it.

I've actually experienced actions not working myself. I think it may be dependent on what cop model you're using, but I'm not entirely sure. This may be a potential bug. In regards to your location not being displayed on your HUD, even if you press "Z" or "Down-D-Pad" (if you're using an Xbox 360 controller) your location still wont be displayed?

I don't think anyone ever guaranteed no bugs. It's a modification for a game, and RAGE is far from perfect. There's going to be bugs.

It may take a day or so until people can make their plugins compatible with 0.3, I wouldn't hold your breath for it being any sooner.

Yeah. Play the game the way it was intended first. You only get one first play-through. Then you can mod the heck out of it afterwards.
