That ped model works all the time for me.

​Well peds mostly contain multiple skins although they work for me during chases with 5 stars i notice a lot of empty unmarked/fib cars using the swat fixes this. I also tried using fiboffice peds but those are just neutral characters.

Fib cars contain 4 swats and unmarked cruiser 2 since it has a closed off area like normal cop cars.

Also changed that in county black fib cars are used instead of sheriff2 cars it seems a bit unrealstic that the fib/swat is using sherif cars.

I also added police4 and fib to road blockades it works fine as well :)

I uploaded the files if your interested all credits go to Yard1.

I'm trying to edit the file, so what I did is exported it and edited it with notepad++. I don't know what the "<Flags>InfiniteAmmo</Flags>" does. If it give 'x' person infite ammo can I change that? I don't want the police to have infinite ammo. Do I remove the whole line or something? Because I really wan't to edit it to my liking.

If there are no other flags, remove the whole line including <Flags></Flags>.

Every weapon in the loadout which has that flag will have unlimited ammo.

Hey, so I was looking through dispatch.meta, is it possible to change how many police cars spawn? If so I'm not seeing it. Do any of you guys know?

Just edit the number value to something bigger, keep in mind this is wanted lvl 1 so keep going to down more wanted lvl so u can change the number value for ur chosen.

​I changes "NumPedsToSpawn" to 1, however I'm getting three police cars chasing me. Is it possible to lower the spawns, or is it only possible to raise the spawns?

 

Edit: I had changed GTA5 from Read only to RW. Everythings good now.

Bit of a bump, but I have something interesting.

SWAT will respond in more vehicle models if dispatched as the "PoliceAutomobile" dispatch type instead of "SWATAutomobile". Vehicle passenger limits apply, however. Most vehicles are limited to two officers (FBI2 responds with only two officers if set as "PoliceAutomobile", but three as "SWATAutomobile"). FBI works with only four, and Riot... has issues; all I was getting was empty ones driving around when set as "SWATAutomobile" (so does police4 sometimes, though, even though it works just fine for normal dispatching...). It does work as a "PoliceAutomobile", but with only two officers in it. 

Using any helicopter other than a polmav model for the SWAT rappel helicopter seems to cause an instant CTD when tries to drop passeners. Frogger2, the FIB variant, ALMOST works, except, instead of rappelling, they just hilariously fall to the ground (it works nicely when the helicopter decided to land and let them out).

Tried to add the heist helicopters for the Army base, but they don't cooperate. The Buzzards and Cargobob do, though sometimes are flaky about engaging you.

So, i'm trying to edit myself the dispatch.meta from the Sixth Star Mod, i've made some good progress, for example, roadblocks with SAHP, and if the Annihilator spawns in the LSSD area, they will come with the LSSD SWAT, same with the added LSSD Maverick. BUT!... I've tried to do the same with the Riot that spawns to pursue me when i'm in the countryside, but always come the normal SWAT ped, i've tried with the same with the Sheriff SUV but seems it doesn't work too. Is there any limitations in that kind of spawn?

You can't do that. 

The loadouts file only determines what certain NPCs spawned by the game are given for weapons; LSPDFR is a completely separate system (though the NPCs it spawns may be affected by the loadouts file).

So how do i get other weapons than a pistol and a shutgun? I cannot use a trainer, because if i use scripthook when i play LSPDFR, then Ragehook does not work and then im not playing LSPDFR.

It's called a trainer. It's easy to spawn new weapons with one of those, or even just picking them up from dead suspects.

Its possible to edit the vehicles that appears in the parkings of the police stations?

Also is possible to create a new VEHICLE_RESPONSE_XXX  zonetype? will be nice to have a SAHP only spawning in highways :P

There's a file called something like vehiclemodelsets with Police sections and you can change or add vehicles to them.

 

As for different zone types than Army Base or Countryside, we'd have to have access to the list of zones in the game and I don't think those have been uncovered yet,
