The Loot's post in Car washes & Barriers spawning randomly (Screenshots) was marked as the answerUsing SNT? Make sure to disable hotkeys if they are appearing when you press keys.
Also could be a corrupt save file.

The Loot's post in Traffic stop not working was marked as the answerYes, you have to press shift to start a traffic stop. The AI is just doing what it normally does by pulling over if you're driving with lights and sirens.

[FBI] Active = true Vehicle = FBI Ped = m_m_fbi Hats = 0 Response = 0 NumPeds = 2 Chances = 1 [NOOSE] Active = true Vehicle = NOOSE Ped = M_Y_SWAT Hats = 0 Response = 0 NumPeds = 2 Chances = 1 If you want a vehicle to have the local police model peds to spawn in it, just use "COP" for ped.
