Vehicle Accident Call Outs
Braveheart's does, but the spawning in that script is bit odd. Half the time I used it, they spawn in the middle of nowhere where there isn't even traffic (sometimes not even a road). Plus it doesn't have the support of LCPDFR's API. I would also like to have an MVA callout using the API. Edit: I don't really think the vehicle's visible damage is that important.

One Ugly Truck
I really like the innovation in these trucks, regardless of how it looks. Really, what we think looks good is relative. We base what's good-looking and not on what we've seen. Since this is something we haven't seen before, everyone immediately thinks it's ugly. One issue that I don't think was addressed in either video is safety. The Wal-Mart truck didn't look like it had any safety features on it, aside from increased visibility. I've never driven a real semi (I'm guessing 18 Wheels of Steel and Euro Truck Simulator don't count), but wouldn't making the trailers lighter cause overturning problems? Trucks already get blown around from the wind on wide open highways, wouldn't making them lighter cause that to be worse? The trailer didn't really look like it was developed to be aerodynamic from the sides, only from the front.

I don't see how one can be "exempt from any accusations." An accusation is a claim that someone has done something wrong. You can't be exempt from someone's claim. You may be able to be exempt from cheating, but that would be cheating. Cheater.

Just copy vdH_PoliceHelper.net.dll, vdH_PoliceHelper.ini, and the vdH_PoliceHelper folder to your scripts folder. Overwrite anything it asks you to overwrite.

You can recruit a partner. Aim at an AI cop and press G. I don't believe you can have multiple partners.

GTX 760 Advice
I have an AMD FX-8350, which has a stock speed of 4.0 GHz (4.2 Boost), and it is very good for it's price. It doesn't beat Intel in performance, though. I also have 16 GB of RAM. Unless you are running a whole bunch of programs in the background, the extra RAM won't really help in GTA IV. For reference, the GeForce Experience program recommended that I run GTA IV with highest settings, except 75 on all the slider options and only high on shadow quality when I had a 660 Ti. I now have a 780 and it still recommends the same settings. I'm guessing it's my processor that is making it decide that it's best to keep those lower. Or it could just be because they know how badly optimized the game is. Of course, that program isn't perfect because it recommends that I run Arma 3 on almost all low, but extremely high visibility. That results in a huge framerate loss simply because of the visibilty, so I use the settings recommended by Arma which is much better (and much higher quality). I may have went a little off topic now...

GTX 760 Advice
It could be that the commandline isn't working for whatever reason. Your computer should handle the game with reasonable car mods just fine. 1) If you don't own the game on Steam: If you don't have a shortcut to GTA IV on your desktop, create one. Then right click it, and open properties. At the end of the line that says "Target" add a space then -norestrictions -nomemrestrict so it looks like this: "[GTA IV Directory]" -norestrictions -nomemrestrict 2) If you do own the game on Steam: Right click the game in Steam and click Set Launch Options. Add -norestrictions -nomemrestrict to that. (At least I believe that's what you would do, I don't own it on Steam)

This is what mine usually is at college: I'm supposed to have 30 Mb/s download and upload, but that's depending on the current load. When there are fewer people on the internet, I'll get around 30 Mb/s download and up to 50 Mb/s upload. Can't make up my Flipping mined
Well, if we're talking 780s, I just upgraded to this: Gigabyte GeForce GTX 780 GHz Edition from my overclocked Asus 660 Ti. 1017 MHz core clock, 1071 MHz boost. I'm pretty sure it's the fastest 780 on the market (don't quote me on that), being only slightly slower than the EVGA GeForce GTX 780 Ti Classified K|NGP|N Edition (1072MHz base clock, 1137MHz boost clock). Plus it's $310 cheaper (before the Newegg sale). The only downside is that the 3 fans on it made it a very tight squeeze in my computer. Had to scrape it up a little...no damage though, just a few scratches that I'll never see. Another thing is that EVGA is coming out with a 780 with 6 GB GDDR5, which is what the Titan has. Of course, Nvidia is now developing the Titan Z with 12 GB GDDR5 and 5,760 cuda cores, basically 2 Titans in one.

Is it just me, or...
It's also law in New York. I think it went into effect in 2010 or 2011. Originally it was only for emergency vehicles with red and/or white flashing lights, but they updated it pretty quickly to include amber lights as well. (Source) Edit: Originally went into effect January 1, 2011 for red/white lights and was updated January 1, 2012 to include amber. I also know that it's law in Florida. Edit 2: According to Wikipedia, the only place in the US without a move over law is Washington D.C., and that's technically only a territory.

GTA IV: On which platform do you think its best on?
There are still performance issues on consoles...specifically textures popping in as you move. If you drive too fast, some details might not load in, like light posts and signs. It's also a problem (probably worse) in GTA V.

PC simply because mods. GTA just isn't the same without mods. What do you do on console? Drive around in circles for hours, constantly kill people without reason, go bowling with Roman? All of that has to get boring... Believe me, I loved GTA before I started playing on PC, but since getting GTA SA (and later GTA IV) on PC and playing with mods...playing on a console is just boring. I actually find GTA V pretty boring since I can't mod it.

I edited my post above, probably while you were typing this. In reality, it should be okay for people to wear whatever they want whenever they. The issue is when violence is caused. Yes, intolerance does go both ways, which is why the violence does happen. Either people wearing the shirt act in a way to provoke violence (intolerance towards the Mexican) or the Mexican provokes the violence simply because someone is wearing the shirt (intolerance towards the American). The uniform thing is true, and was a bad example by me. The flag on the shirt is causing worse distractions than the spaghetti strings. Instead of titillating (amazing word) distractions, they are causing violent distractions. Regardless of who provokes it, it falls back on the wearing of the shirt, so not allowing students to wear that shirt should cut down on the violence. Is your patriotism really more important than the safety of students? Also, I said it isn't okay to wear the British flag in America on the 4th of July. I did however edit that, saying it's a bad example because in this case it is wearing the American flag in America. Obviously wearing the British flag in Britain is fine on the 4th of July since it isn't a holiday there. In this case it's wearing the American flag in America, on a day celebrating Mexican heritage in America.

The reason for that is because the holiday, as celebrated in America, is for Mexican-Americans celebrating their Mexican heritage. It's also celebrated in Mexico, primarily in Puebla, because on May 5th, 1862, the Mexicans fought back the French near Puebla. The issue is the fact that violence breaks out because of people who wear the flag to be assholes, not patriots. If they wore a shirt with an American flag on it throughout the year, and not just because it's a Mexican holiday, then it's fine. But wearing it because of the holiday is like wearing a British flag on Independence Day in America. I doubt it would cause much trouble since half of America probably doesn't even know why we celebrate the 4th of July, but still. (edit: thinking back, this probably isn't the best example because in this case they are wearing American flags in America, but you get the idea.) Again, the holiday is an American holiday. It's celebrated by Mexican-Americans in America. The punishment should be on the people who provoke the physical attack, but why not go one step ahead and prevent the attack in the first place? The constitutional right is also suppressed when forcing students to wear a uniform, or preventing students from wearing other types of clothes (short shorts, spaghetti string tank tops, etc). The students can still show their patriotism on every other day of the year. Why must they on this one specific day? Oh, almost forgot. I interpreted it that way because I know how people are. Especially kids in school. Again, if they wear the shirt throughout the year and they just happened to also wear it on that day, then fine. But only wearing it on that specific holiday is obviously just doing it to be an intolerant asshole. Edit again: I agree that the people who get mad and start trouble because of someone wearing an American flag on May 5th are the problem, not so much the wearing of the flag itself. I also think that the people wearing the flag to be an asshole should have some respect for the holiday and other's heritages. Just wearing it and not saying anything, not rubbing it in people's faces, not causing trouble is completely fine. People overreacting to people just wearing it then causing violence is not fine. People rubbing the flag in other's faces, being an intolerant asshole, and provoking violence is not fine and shouldn't be done. But since it happens, disallowing students to wear the flag on one day in order to prevent violence before it happens is completely fine with me.

It wasn't "banned." They were prohibited from wearing shirts with an American flag for the one day, May 5th, otherwise know as the holiday, Cinco de Mayo. The day is to celebrate Mexican heritage and pride, and also the victory the Mexican's had against the French on May 5th, 1862. The reason they were wearing the flags was to anger people of Mexican descent, basically saying "fuck you and your holiday, I'm American." At least that seems to be how people of Mexican descent in the school were seeing it since they were causing violence. The funny thing is that Cinco de Mayo was created and is primarily celebrated in America. And another thing: All this case does is prove that schools can legally disallow students from wearing certain clothes. That is already a thing...ever heard of dress codes and school uniforms?

SWAT Bust In
The quote you used at the end is from the description of the video - hardly a reliable source on how violent the people in that house were. As mentioned before, there is a shotgun laying out in the open at 6:51. I'm sure these people were deemed armed and dangerous, which is why the SWAT team was used to handle the situation. Would you have rather had a single officer walk in and get shot? Perhaps the use of concussion grenades was a bit excessive (there were quite a few bangs), but no one was injured in the raid except for a dog (2 according to the video, but I only see one - the one that runs out of the room is the same one you see on the floor before that). A lot of people may disagree (especially those at PETA), but in the eyes of a police officer, the lives of humans are more important than the lives of dogs. Don't get me wrong, I love dogs and hate to see them hurt, but if one looked like it might attack me, I would take the shot too.
