  1. Yes, you can upgrade the card at a later date. However, if you do, you will also have to upgrade the power supply. It's only 350 watts, which is probably cutting it close even with that graphics card.
  2. Okay, it's about open world gameplay with a big emphasis on guns, shooting, killing, stealing, and bowling. Still, I don't get how the video is "messed up."
  3. The CPU and RAM are good. I don't know much about AMD graphics cards, but I think that's equivalent to Nvidia's GTX 650, which is a low end gaming card. Based on that, you will probably be able to run GTA in medium-high settings.
  4. Can someone please explain how making a music video about tasing people in a video game is messed up? You do realize that GTA is about pointlessly murdering people, right? I found it funny and entertaining, but I do have a thing for parody music, so maybe I'm biased.

People in the north get off of work and drive through snow, too. Every winter. It's understandable that people are less experienced and less prepared for snowy roads down there, though. You shouldn't have to worry about snow. There should still be common sense to drive safer, though.
  7. It doesn't matter how good of a driver you think you are. Things happen to everyone. How can you say it is safe to drive nearly 70 MPH (I'm converting your speed) through a snow storm? You know why accidents happen? Because of people like you who think, "I'm the best, that will never happen to me." Your driving record doesn't prove shit. Just because you have not been pulled over or been in an accident in less than 10 years of driving (assuming the age on your profile is accurate) doesn't mean you never will.
  8. I know in Florida (not sure about other states), there are no required car inspections. In New York, your car has to be inspected every year. One of the things that is inspected is the tread on your tires. If you have no tread, you'll have no traction. If everyone in the south is driving around with bald tires because there are no inspections, then there's one of your problems.
  9. Perhaps if people in the South learned that snow is slippery and slowed down when driving in it, there wouldn't be as many accidents as there has been? I'm sure all of those pile-ups happened because people didn't slow down. You obviously don't continue to drive 75 MPH when there's 2 inches of snow on the road. Slowing down to less than 30 (probably slower because the road crews are not prepared as well, therefore leaving the roads unprepared for snow travel) would prevent any accident from occurring. There would be no need for the National Guard if people used common sense.

I'm sure Police Helper does work a lot better after uninstalling it Disabling the events should decrease the crashing significantly, but other functions still wouldn't function as well as they did with .95. Mainly because there are problems when PH and LCPDFR are both trying to use the same objects - usually peds and cars. I do have Police Helper installed and running when I play (with events disabled), but rarely use it and it doesn't cause any issues.

Joking aside, I don't think there is such a thing as a government who trusts its people. Or a country (meaning everyone in the country) who trusts its government. Also, this is relevant: "If you love your country, your country should love you too; but how can you trust someone who doesn't trust you?"
  14. This is all I use: -percentvidmem 100 -nomemrestrict -norestrictions The same as the post above, without the availablevidmem (which is pointless anyway). It's really only to let the game use all of the memory, which is usually the issue with texture loss on high end systems.
  15. The up and down arrow keys control the menu; if they are controlling your car, you can remove those keybinds in the controls settings. You can't disable, as far as I know, the right and left arrows controlling the steering, though.
  16. After pressing F8, you use the arrow keys to navigate the menu and press enter to select the highlighted option.
  17. Yes, all "perfectly legitimate reason." That doesn't disprove the fact that there are reasons why those acts would be suspicious. The candidate thing is just ridiculous. People are going to have their own opinions that don't match those of Democrats or Republicans, but clearly are not terrorists, and that doesn't even make them anti-US. It shows that they want to make the US what they think will be better. I personally think the two party system is bullshit. You shouldn't vote for a president simply because he/she is Republican or Democratic, you should vote for the one you think will make the best leader of the US. If you are Democratic, but think the Republican candidate is the better one, then you should vote for the Republican.

I'm sure you can see why using cash, constantly changing appearance, buying a lot of the same weapon, traveling a distance to purchase it, and being anti-US can be suspicious. They aren't saying they're always suspicious, just that they can be. -Use cash - don't want the purchase to be easily traced by credit card; trying to cover their tracks. -Changing appearance - trying not to be recognized, obviously not just shaving your beard or dying your hair, purposefully altering your appearance so someone who has seen you before would not recognize you. -Buying multiple of the same weapon - planning something as a group, why would someone buy 10 of the same gun for themselves for defensive or recreational use? -Traveling - going to a shop far away from home so they wouldn't be connected to that shop -Anti-US - yes, there are people who are anti-US and are not planning terrorist attacks, but I'm pretty sure every terrorist is anti-US. None of the things on that list are definitive in anyway, but they are things to be suspicious of.

  21. It's at the officer's discretion, really. Obviously, the law says you would get fined (or whatever the law says about it). But the officer might be willing to brush it off if you are respectful and have a good record. I don't understand the debate here... You can't say "all the officers here would(n't) fine you" because that's not true. Some will always give a ticket, some may never give one, some will decide based on the circumstance.

  24. I, personally, think this is the best card on the market: EVGA's GTX 780 Ti Classified King Ping Edition for $849.99. The only thing Titan has that is better than that is it's 6GB of VRAM. The 780 Ti only has 3GB, but everything about it is faster than the Titan. You could also just get one of the cheaper 780 Ti's, all of them will perform nicely.
  25. I thought this was going to be about the "Hot Coffee Mod"... I did like the coffee thing in .95, though. Just sit there drinking coffee while waiting for a callout. Also, there is no CPR.
