This is all I can do. And it is my nicest looking result so far without a ENB. (it isn't saying much though, good for what it is. But I would still take the FPS hit with how the ENB improves lighting) So this config is specifically for ELS lighting. If you don't have a problem with custom brightness settings and how the world may look. Let me know and i will post all my .ini settings and ingame settings. What tahoe model do you have in your earlier picture? I'm willing to take one crack at this, and see if I can find alternative settings for ELS.

So you're concerned more with how the lights/lightbars look than how amazing the rest of the world looks? I am stuck in the same position and found only the more performance intensive enbs make enough of a graphical difference to my ELS lights. They also destroy my FPS around 20%-33%. So I don't have any suggestions at this point. Hopefully someone has experimented enough to find something that may work for you.

Who else Pre-Ordered GTA5?
I am on the same boat. So many games these past few years have been crap at release. And the pre-ordering is encouraging companies to release half-finished/buggy piles of crap. Which they can complete later(months later), charge you expansions to fix it, or do nothing at all since they have your money already. The unfortunate reality is that one customer won't make a difference. But I am going to stick to my principles, and wait till a review comes out from a trustworthy source. I purchased GTA IV, only for LCPDFR because it was a unique gaming experience no one has really done before. For GTA V, I am interested more on the sandbox world this time around. And I will be a little more forgiving on any issues with the game.

What ENB and what Fps with this build
Okay thanks! I very briefly tried some new enbs recently and i noticed a FPS setting in the .ini file. Unfortunately the enb itself did not work to my satisfaction and i did not test further. I'm stuck with game4video and i'll try and see if it works. Not too bothered if it does not work. (GTA V soon....)

Question, what do you use to check FPS. (besides FRAPS) Some other programs I have used, don't mesh well with stability.

LCPDFR 1.0d Now Released
I originally thought mentioning version numbers would help those troubleshooting but it doesn't seem so. I have the original ELS 8 download and the (Manual Installer) for LCPDFR 1.0d and those are the versions I am given. My installs do not have the updated ones you have listed. (the current configuration i have works fine. No issues to report, so i am not going to investigate the updated versions or go through a possible reinstall.) Should I remove the posted version numbers in my post to save from confusion. And simply leave it as "use the files the installer gives you. Tinker with it at your own risk!"

LCPDFR 1.0d Now Released
I did that unintentionally because i always go through the process of installing GTAIV, ENB and ELS at the end. I let the set up copy and replace whatever it uses. Usually..... it works just fine. But the updates to these mods are a bit further apart this time around. And i experienced frequent crashes with the older ELS AdvanceHook.. After 5 straight early game crashes, I reviewed the installed files and fixed it by having the updated AdvanceHook from 1.0d. (which should have been there in the first place. my fault for sticking to my own lazy install routine.) -Some incorrect info and confusing details removed from post! Hopefully you can find a solution with the updated files of the game. But GTAIV is such an oddball that maybe it will work for you and not someone else. Still i wouldn't recommend it. If you do it at your own risk, always have a back up in place.

2 Versions of GTA
The 2 moderators posting above have given the answer. Spark IV works the same that you can hit the "Open" button to browse to the other folders you are modding. I don't understand your question about having 2 instances of the application. Because you will be editing and playtesting one version at a time right? -Another way to do it is just rename the folder you want to work on. (it isn't any easier or better, just different) The "GTAIV" folder is the one that launches when you play and also Spark IV defaults for editing. So for example, I have a city and a state police pack set up. I would rename the folders to GTAIV-city & GTAIV-state. Make sure to remove the "dash" and the description from the folder you want to play. The folder has to be "GTAIV" or the game will not load. If I feel like changing some vehicles in my state police pack, I would rename it to "GTAIV". When you open Spark IV, it will automatically load that for me to edit. Once i'm done editing, it is the default folder and I can jump in right away to test the changes in game. Just an alternative, whatever floats your LCPDFR boat.

Shooting tires out to make cars flip over?
Nice i wanted to mention the speed factor to the OP. Makes a lot more sense if you shoot or PIT a vehicle at high speed that a catastrophic result is likely.

How to get matching squad cars for all officers?
From your post it sounds like you are asking about the vehicle the NPC officers drive correct? Only POLICE & POLICE2 randomly spawn in the world. For example if I change those two cars to the same Dodge Charger model, the police stations will only spawn the charger for officers to use. Or are you asking about the livery/paintjob?

I think the more pressing issue at hand is, the thousands of models we have for GTA IV won't work straight away will it?? There was one brief discussion where a few people believed that any current models will require quite a bit of work and converting. Or just straight out re-done from scratch. Really too bad when i think of it. A few of my favourite vehicles are from modelers who have stepped away from the scene. And i might have to go back to GTA IV to use those.

How to make the LED's on your ELS Cars Brighter
Are there any tutorials on what enb settings do? There was an old enb that i liked that had very little performance impact. But the problem was the bloom(lens flare like effect) was worse than what J.J. Abrams could pull off if you can believe that.... I went through all bloom related settings, changed them around up and down.. Nothing happens.. I like my current one which is game4video, but i take a 25-30% fps hit sometimes.

CVPI 2003 question
I think it was also based off 2011 RCMP Crown Vic, but with a pushbar which a lot of people were interested in. (the city i used to live in had pushbars, but the neighbouring city did not.)

I watched the video and i'm pretty sure that model has been removed. I searched for it, but no longer available. Evi's model linked above is a really nice model with great looking lights. No pushbar though and it is a schaefft model which is a bit smaller ingame than a lot of the really good (DSF) cvpis available now. Let me know if you try it out. I haven't used that model with the newer ELS versions. But the light config looked and worked great in the past.

Is ELS V8.0 The only compatible ELS with LCPDFR 1.0c?
What are your settings for the ELS.ini i posted at the bottom. Because i believe they affect what you mentioned. I don't remember the defaults, but are yours much higher? First line is forcing AI ELS vehicles to despawn after going beyond a certain distance from you. second and third line is related to AI police vehicles that spawn in or drive away with the extras/lightbars lit up halfway or looking strange and it clears them so the lightbars are "off". So i have been ignoring GTA V content for the most part(no spoilers). It is nice to watch a video once in a while. But awaiting the PC version since i don't own a console at the moment. So how does the random plates work in GTA V. The wikia tells me it is randomized in a certain Letter/Number format. But does each car have a unique plate when it spawns into existence? I am wondering because the wikia doesn't go into much detail about the numbers. Let's say i have on my screen 2 cars of the same model, they would not share a plate because it is the same model? Boy... 7-8 more weeks to wait.

I found a partial answer from a random search. Credits to this site: http://www.licenseplates.cc/highs.php?where=CA (the last paragraph seems to contradict the one before it. But i believe you are right about the smart stickers having the plate # as the serial # from seeing other examples. The last sentence describes serial # starting with 'P' for 2014 and 'Z' for 2015. So it appears to only apply to the Type 3 stickers and not the standard or smart. I am guessing the standard serials use the earlier letters for that year. I see a lot of M+N for standard 2014. S+T for standard 2015.) **Need a California resident to chime in. I'm just throwing out some logical guesses. INFO quoted from Site: Stickers 11 - black on red 12 - black on green 13 - black on orange 14 - black on blue 15 - black on yellow 16 - black on red Chris Cargill reports that California started the present sticker color rotation in 1978 with Green stickers. The rotation was Green - White - Orange - Blue - Yellow - Red. White was removed from the rotation after 1997. He has also seen two different validation stickers being used for late 2012 and on 2013 registrations. Version one is as it's been before with a 4-digit year (2012 - 2013), but he has seen two-digit validations (12 - 13) and there is now an explanation. The difference is the 4-digit version has the random serial numbers on the sticker that CA DMV has always used. The 2-digit sticker has the license plate number printed as the serial number. The 2-digit stickers are issued by the self-serve renewal vending machines at the DMV offices. Every other method of renewal uses the 4-digit stickers. Isaac Wilson IV reports 2-digit printed validation stickers do NOT have the plate number on them; they have the same standard Lnnnnnnn format as the four-digit stickers. 2014 stickers start with P, while 2015s start with Z. Forgot to do a short summary of my previous post. -> I don't live there, but this little mystery enticed me to go looking for answers. Please point out any incorrect info if you see it. The year 14 or 15 instead of 2014, 2015 registration sticker appears to be from DMV self renewal kiosks. Which applies to Smart and Type 3. So the standard sticker appears to be the majority. You could add Smart and Type 3 for plate variety.
