I'm pretty sure the AI takes down suspects aswell. I've had suspects run off in different directions and usually the AI took off after them. I still like to check on them to be sure but I've seen them take suspects away.

GTA IV is a LOT more demanding than Minecraft, so I highly doubt you're going to get much. Also, with downloading GTA IV, do you mean from Steam or an illegal copy? LCPDFR only supports and works with legal copies of the game.

So I've been trying to find some stuff about your new world order (you need to do something while GTA V is loading, right?) and all I found was some stuff on wikipedia and a few websites made by people like you which didn't explain much either, as they were using the same arguments and sources (like those speeches). Basically, there's not that much evidence. Politicians usually say stuff like that to attract voters and then they just throw it all out of the window adn do other stuff when they get elected. There were some books mentioned, but those aren't that reliable either since the author might have just made it all up. I'm not sure where you got your info, but right now I'm not even slightly convinced. And if I may ask, why are you that interested in US politics when you're a Canadian? Of course it's a good thing to stay updated about others, especially about your neighbors, but you won't see me checking out everything happening in Germany or Belgium.

I understand people like the old crown vics (I do too), but there's always that moment when stuff becomes too old to keep using and you've got to replace it. Since the Crown Vic has been in use since the nineties it is about time to get something newer. Dutch highway patrol used to have porshes but they became too old and there were better vehicles out there so now they don't use them anymore (in case anyone is wondering, they now drive modified Volvo's). Of course, I don't know the ins and outs of the American system, but over here you need to be 18 to even be able to get a drivers license. Then, if you join any emergency service you'll have to pass multiple driving tests that, according to a few people from the fire department I know, suck ass (one of them actually failed it) and after that you still need to repeat the course every now and then to keep your certificate. Volunteer fire fighters aren't even allowed to have any sort of blue lights and/or sirens on their cars, as that is only allowed for emergency services. Also, we've got no such thing as an explorer program where you could learn the basics (or whatever you do with the program). Basically, I don't think as a 16-year-old you shouldn't be allowed to drive anything with lights and sirens, wether it's something 'unmarked' or a complete christmas tree.

Legal copy of the game? Running as administrator? Any other mods installed? Did it work fine before you added the vehicles?

Either click open if you want the installer to run instantly or click save to launch it from your downloads folder. I would however recommend to use LCPDFR 1.0 instead of 0.95, since it's a bit outdated.

The thing with ELS is that it works with enabling and disabling "extra's", in the same way as the signs on taxi's. They are continuously turned on and off and to do so, the car needs to be reset. This makes the doors go mental and makes your car survive everything. Some people like it, some don't, but there's nothing you can do about it. EDIT: ninja'd by ineseri :(
