  4. You could try editing the rate of fire, but that will just make it fire slower instead of semi auto

  6. My previous belief still stands. Businesses should be able to deny anyone anything for any reason because it is their business and their property.
  7. If one person gets a car they want, who cares? Do you really think they should be so egotistical that the whole community suffers because only one CVPI with a Whelen liberty exists for the sake of it being made by an "elite" modder? Should skins be made for 1000 different impala base models that were converted, all because each one uses a different template because each modder wanted their impala to be special and locked? If modders don't want to unleash unlocked items, then they should be willing to take a near endless amount of requests in order to satisfy the wants of the community, or they should care less when some one rips a model and uses parts for personal use (I didn't say release).

  10. If you add police or police to gta 4 with a new vehicles.img file, it will work on those also. But outside of what SuperStumpje said, there is no way to make them work on any other vehicle.

  13. Basically, around 90% (If not more) are crown vics, a majority with federal signal arjents, some unmarked street package CVPIs and some slick tops. A few older CVPIs with mx7000s are still around, and I've seen video of 1997 Crown Vics in use as late as 2013. A few 2006-2010 chargers are in use, primarily marked and there are some impalas from the same era as well. Since the cvpi was discontinued, they are slowly being replaced by 2011+ chargers and both Ford Police Interceptor models. Other vehicles are used, but are much rarer and already touched on by Sgt. Kanyo

  15. Be sure to use one number less than the vehicle livery. For example, If the livery is "vehicle_sign_1", it needs to be listed in the ini file as "0"

  18. 2. The main point was to demonstrate how adrenaline can affect people and make lethal force necessary. 3. By using a body as a weapon warranting lethal force, I mean attempting to overpower an officer and gain control of his/her weapon, or simply attempting to beat an officer to death.
  19. We do have different cultures though. While it may seem politically correct to shoot someone in an arm or a leg, the American culture is filled with lawsuits waiting to happen, and doing something like permanently disabling someone trying to kill or harm you will put you in a lot more trouble than killing him. It was mentioned earlier in the thread, although some of the details were wrong, that a bank robbery suspect got in a 3 minute long shootout with a cop who shot him 14 times in various vital areas across the torso, but still had the suspect shooting at him and had to put 3 shots into his head. Even after that the suspect took a relatively long time to succumb to his wounds. There is the added of bullets simply going through fat or muscle that wouldn't slow the suspect down, or alternatively, it could hit a vein or an artery and be more fatal than some shots to the torso. And like I've said before, unarmed doesn't mean anything if a suspect is actively trying to grab a weapon, or is using his body as a weapon.
  20. The cops began with batons, then tried a taser, then had to get physical which resulted in 2 officers receiving injuries. To top it off, the firearm had the magazine partially out and the slide locked partially back, indicating there was a struggle for the gun. If someone gets a hold of my gun, I don't care whether he gets it or not. I'm killing him, and if I can't, I expect the people next to me to. Just because you dont have control of a weapon doesn't mean you're unarmed. Name one first world police department that teaches shooting to wound. This has been discussed before so I'll summarize what cp702 said, but a shot that isn't intended to kill (ie: not in the torso or head) means that the shooter did not feel his life was in danger, therefore there is not a reason to employ lethal force (which a firearm loaded with live ammo always is, regardless of where it's aimed). Besides the massive lawsuit that would come of it, it would also include a host of criminal charges to the shooter.
