DROT lighting works off of Rockstar Game's default rotator lights. Those are only on the models police, police2, police 3 and firetruk, and there is no way to enable default rotators on any other vehicle. If you installed that crown vic in a slot besides those, that would be the issue, and there is no way to fix it besides installing it in the optimized slots.

The pack looks good, but I would switch out the spotlights on the crown vics. LED spotlights didnt really come into use until 2012 -

Could you add a pistol to the holster? It looks weird to have an empty holster on them.

I could see it being needed for light patterns, and definitely so if there is a limit on the coronas for each emergency vehicle like in GTA IV.

The LEDs on the side of the pushbar? -
A quick critique, but the LASD doesn't have rifles on standard issue. They instead have Ithaca 37 shotguns. Since those aren't in GTA IV, it could be replaced in game with a Remington 870 using wood furniture.

I'm honestly not too concerned about a large scale attack like that. The more likely scenario is multiple mall attacks occurring simultaneously.
