Depending on the mod it clips. For example, putting a scope on a modded M4 looks weird, but you can have a flashlight on it just fine.

The patrol version could definitely go without the interior lightbar. Considering that you probably added the roof lightbar as an extra, I think it would be better for them to be separate cars.

All those things are in game already except the pepper spray. It's doubtful that it will ever be implemented, partly because there's no animations for it and a lot of cops in the US who have the choice choose not to carry it as it blows back into their own face a majority of the time.

LCPD Valor Pack
This is probably my favorite GTA 4 pack, mainly because of all the variety. I haven't encountered any bugs either. My only suggestion is to add a marked CVPI with a different lightbar. The reason for this is that the valor was first demonstrated in 2010, right at the end of the CVPI life and there wasn't much time/funding/interest to put it on a lot of the last crown vics. Perhaps a CVPI with a Raydian would fit in well?

[SUGGESTION] Rank / Progression System
The problem with this is that realistically, the higher rank you are, the more you do behind the scenes work and command from the back. Sitting at a desk and controlling how much backup is sent to a pursuit doesn't sound all that interesting to me.

No, all you need to do is add that line to the "vehicles.ide" file. The additional liveries are already on the file, the game just hasn't been told that they exist yet.

Open "vehicles.ide" in the common/data folder in your GTA 4 directory. Go to the end of the line for the vehicle you replaced and add "+livery" on the very last column. This indicates to the game that the vehicle has more than 1 livery.

A joke from a preview of a jet used as "the ultimate speed enforcement" Also, LCPDFR routinely had easter eggs like this. In .91 noose helicopter backup could be called in, and they would fire RPGs from the back of a blackhawk, and 1.0 had a famous riot mode activated by typing in "ppm" in the police computer, making fun of the police pursuit mod and how every callout included fighting an army of enemies
