50% would be good. What about an option for scopes on the mp5 and carbine? Also, what about a 20% chance of cops with rifles?

Right now, 10% chance that a cop with shotgun will have a carbine instead, I can bump it to 20% (don't want to make it too OP).

I can give SWAT guys 50% chance of having a scope. Or should it be less?

Also, I've given soldiers carbines with scopes, grips and flashlights, They also have 20% chance to spawn with a Combat MG (c13 feel free to suggest a more realistic proportion).

I tried editing Dispatch.meta to replace POLICE_HELI_1's Polmavs with Buzzards for fun, put it back into OpenIV, played the game and unfortunately Polmavs were still spawning instead of Buzzards. Is it just not possible for Buzzards to replace Mavericks?

10% carbine is realistic for LAPD/LASD.

Could officers also have a chance of carrying the combat pistol, with SWAT carrying the heavy pistol with a flashlight as a sidearm?

​I have no idea. Let me check! However, it could be a similar situation as with SWAT Grangers - no other car spawns with SWAT, probably due to the fact that the officers lean out of the car.

​I'm guessing it won't spawn because Polmavs have fast ropes that SWAT slide down. I'll play with dispatch.meta some more and see what happens.

Nope, they are not. The record for  the zonetype VEHICLE_RESPONSE_ARMY_BASE is empty, to prevent them from spawning.

Is it possible to make the cops try to arrest you with second star too? So they wont shoot you until 3 stars? And the tires from spawned police vans are not armored anymore (Road blocks)

Alright, now time for loadouts.meta!

Changes:

All police shotguns, MP5s and carbines have flashligths.

Cops and Shotgun SWAT (they use the same loadout) have 75% chance to get the normal Pistol and 25% to get the Combat Pistol and the a 50% chance to get a flashlight on their pistol.

Shotgun Cops have 10% chance to spawn with the carbine instead of the shotgun.

SWAT has Heavy Pistols with flashlights as their sidearms.

SWAT has 15% chance to get a MP5, 42.5% chance to get a carbine and 42.5% chance to get a carbine with a scope.

Soldiers get Heavy Pistols, carbines with flashlights, scopes and grips and a 25% chance of a Combat MG with a scope.

Is it possible to add more then it is to respond? like around 4 to 5 stars. Also I think around 5 stars can you make it spawn like GTA IV that either the FIB or the SWAT responds.

I don't really understand what you mean. Are you talking about adding more wanted levels? And no, I don't know how and whether it's possible to make either SWAT or FIB respond.

​Not wanted levels but add more cop units, dont know if that's possible, is it also possible to add more things what the cops says when am wanted am tried mostly hearing the same thing they never say anything different.
