​Maybe it's because Rockstar half-arses the implementation of Counties and Jurisdictions in their games?

Can't really speak about "proper law enforcement implementation" after R* cut NPC arrests from the game. Oh of course it's all a parody of LAPD and blah blah blah, but honestly was it so hard not to fix what wasn't broken? 

Went kinda offtopic here, sorry... bu it's all about paying attention to the law enforcement anyway.

​Nah, it had SAPD markings. Actually, San Andreas was really accurate about stuff like that. I also loved their Rangers :3

Well we shouldn't be too hard on them I mean they do try hard to make the things and missions and making all this stuff takes a long time, I mean it literally takes years, yes there are bound to be errors, but what do you expect? I can only imagine all the time those people that work at Rockstar must do making the models and textures they are bound to be tired and make errors, they are only humans like us. I applaud that they are able to make it that far...at least it is never anything major like say Michael goofing up and getting Trevor's missions or anything....gotta be happy about what you can get, making a game like GTA V cannot be easy in the least, or any GTA for that matter. They are all just human, and we all make mistakes, mustn't push the bill, yes? Let us just be happy and thankful that we even got as far as GTA V at all.

​The only Choppers that had LSPD markings were from game artwork.

One important thing to note is that GTA V is inspired by real life, not a copy of real life. And it's, sadly, not a police simulator, but a crime simulator with heavy focus on the crime, and less on the police.

​I think we all sorta understand this. But you know, LCPDFR is the only place on the Internet I know where you can discuss wrong liveries or incorrect agencies, and be taken seriously :D

​I think Baboso is referring to the 'old gen' patches, on the NPC officers.
