The only time 0.95 is more stable than 1.0 is when playing multiplayer. 1.0 also has a truck load more features than 0.95.

They're definitely outdated, but they're still really cool. -
The clan I used to be in had one, what they did was take a shotgun mod, edit the textures to a bright orange (to simulate it being non-lethal) and then edit the damage numbers so it would only knock the person over. That's probably the closest you're going to get without a bunch of script mods and such.

I did, but I deleted it. It wasn't very good and I've never liked Code 3 sirens anyway.

The license plate is in Arabic, not Japanese. Same goes for the CVPI's. -

It's a little hard to tell because of the blur, but the lightbar looks like it's sitting too far forward. Move it back so it intercepts the line between the front and rear doors. -
It's most likely an external program. Try closing everything that isn't necessary while playing, and see if it still occurs.

VSync synchronizes your games FPS to your monitors refresh rate. I always have it turned off so I can get above 60 FPS, however this is not always desirable.

Ah I see. I'd expand (and angle) the stripe that runs down the doors more towards the front of the car, like in the picture you posted. -
Not bad, a little bland for my liking though.

Because people want to use different cars from different agencies. Liberty City, although based on New York, is a fictional city so you can have just about any department you like contract it. From the games' standpoint though, no, there is no logical reason why they're there.
