I'm fine with the current lights, graphics, and handling. I've barely even modded the game so far, aside from using the trainer with ScriptHook when it came and the Simple Native Trainer recently released. For lights and graphics - they look good enough, and I'd rather not risk stability/performance to fix something that ain't broke (excuse poor grammar). For handling - I like GTA V's better than IV's simply because cars don't seem so heavy. Driving a super car actually feels like a super car, and not a tractor trailer. ​For LCPDFR 1.0, there was a countdown. They also put a bunch of hidden screenshots on the website and each screenshot had a riddle to find the next screenshot. It will play on the radio station "Independence FM." You'll need a mobile radio mod for it to work in a police car (Simple Native Trainer has this function, I believe).

​I'm guessing just experience. LCPDFR started out as just a way to have a cop skin and call for backup, and evolved into what it is now. LSPDFR doesn't have to go through that process since Sam (kind of) knows what he's doing now.

Strange that they put that detailed of an animation in the game and never used it (as far as I can tell). It seems like it was meant for a specific purpose, like it was supposed to appear in a scripted event, based on how detailed it is (like how he signals bystanders to back up - people don't really crowd bodies that much to warrant that).

Most likely related to the vehicle mods and ELS. Removing them and playing on a vanilla game, with only LCPDFR installed, will result in the most stable gameplay.

I'm not sure what you are asking, but I believe you are looking for a modded taser? ​It's not supposed to resemble the state of California...Las Venturas is based on Las Vegas, which is in Nevada. It's supposed to resemble the fictional state of San Andreas. GTA IV's city is designed really well, but I prefer to have the different terrains that SA and V have rather than only city.

I fail to see what great features GTA IV has that GTA SA doesn't have, besides graphical improvement. In my opinion, GTA SA has the most features since it you can do just about everything in it. SA: See a semi-truck and want to hook up a trailer? Go ahead. See a train and want to drive it around the tracks? Go ahead. See a tow truck and want to make a train of tow trucks pulling tow trucks? Go ahead. See a tractor and want to do the same? Go ahead. Want to activate one of the about 100 cheats in the game (like flying cars, riots, aggressive traffic, etc.)? Go ahead. IV: See a semi-truck and want to hook up a trailer? Nope. See a train (subway) and want to drive it around the tracks? Nope, but you can ride as a passenger. See a tow truck - oh wait no you don't. Unless you're playing TLAD, but then you can't hook cars to it. Want to activate some of those cool cheats? Too bad, you can only spawn a few cars, give yourself weapons, health, and armor, add or remove your wanted level, and change the weather. GTA V brought back a lot of the things from SA which is why I think it is so much better.
