I have no idea what I am doing but I actually got my first car in game, Not sure how I blacked out the lightbar but I actually like how stealth it looks with all blues! Still have so much to do though but shout-out to all the people who are pitching in to help teach me! -

Just recolor the light textures to red and change the blue lighting in the XML for the vehicle to red and it should work.
