There's actually several Dragonborn, it's "just" a title. It is rare for more than one to appear within an era. They can belong to any race or gender, since the Dragon blood is a "gift" bestowed to certain mortals favoured by Akatosh. Some Dragonborn individuals (the player, for example) have knowledge of the Thu'um, and can consume a slain Dragon's soul and absorb its knowledge, allowing them to learn Words of Power quickly.

No, Ulfric learned how to shout, he isn't Dragonborn. Anybody can learn how to use The Voice, the only difference with the Dragonborn is that it comes naturally. None of the Greybeards are dragonborn, but they are all experts in the Way of the Voice through a lifetime of meditation.
