Here's a wild guess: Right click LaunchELFC.exe and click 'Properties' Click the Compatibillity tab Click and tick the "Run this program in compatibillity mode for" box Select Vista service pack 1 ... and then click Apply / OK. Make sure to do that to EFLC.exe too, and make sure to run them both as administrator.

I keep crashing from this error
Do you get a CTD crash from this error, or a LCPDFR crash?

LCPDFR 1.0 Callouts Problem
You need to toggle your status and send in a report to dispatch that your situation is taken care of. Here is a list of the default keys for the controller. It's found in the LCPDFR.ini file, as it is stated in the manual that you should read prior to using the mod.

As far as I know, OpenIV doesn't render all of the wheels.

Weird traffic
It can only fix so much. Consider removing those high-poly cars you do not need, or lower your in-game settings. I would also recommend you to create a file called "commandline.txt" in your GTA IV directory and add the following lines: -novblank -norestrictions -percentvidmem 100 -novsync -frameLimit 0 -nomemrestrict See if that works better.

LCPDFR 0.95 vs LCPDFR 1.0
I wouldn't say LCPDFR 0.95RC2 is more stable. When it was released, it had a lot of seperate errors and it was quite the mess. When LCPDFR 1.0 was released, not that many had issues and those who did usually had the same kind of issues.

No callouts
If you open up your LCPDFR ini, you can edit the following entry: [Callouts] MaximumSecondsBeforeNewCallout=600 MinimumSecondsBeforeNewCallout=60 Enabled=True Multiplier=250 Change it to something that might be better for you. Look in the LCPDFR if you're unsure about a entry.

Yeah do that. I personally play without ELS, or ELS cars. I use Ekalbs modified vanilla cruisers, which works perfectly fine :)

Well, adding mods to the game makes it unstable. I recommend you to remove the mods you can live without, and try the game again.

Did you install all mods at once? If yes: Remove all mods and add them one by one to find the mod that's causing your issues.

You activate the mod with alt+p. Can you take a screenshot of the error, because I have a hard time understanding what you mean.

Alienware 17 for GTA 4(with mods)
Oh hey, Crappyware! Lol. Anyway, adding mods will make the game unstable, even if it is a high-end gaming PC (I don't count Alienware to gaming pcs really). I'll let someone who use that system decide if it works for them.
