Well, sadly that's GTA IV for you. You know how it is... haha. The only thing I could recommend is reinstalling, apply latest patch and install only LCPDFR 1.0a with the manual installer. Kind of generic advice sadly.

I'd say that is another bug to add to the list. I'm not really sure what could be wrong. I did try to reproduce it, but I didn't experience the same issues.

Does it help if you disable world events with the police helper? It's toggleable in the ini file.

How often does these crashes occur? Did you use the automatic or manual installer?

Are you running the game as administrator? Is it a legal copy of the game?

Did you press 'y' to accept the callout?

That determines if it should display the tutorial option when first launching the mod.

Why are you using ELS if you have the default cars? Anyway, I'm kind of running out of ideas here.. Have you tried reinstalling GTA IV? Or create a new game?
