Do you have the .NET Scripthook installed? The console is not part of GTA IV but part of the scripthook.

IE11 is actually really nice. If it had a decent add-on API and lots of decent add-ons like Chrome I'd probably use it as my browser. It's way faster than Chrome/Firefox in my experience. Try clearing cookies, etc.
