Remove all other plugins and let us know if it still occurs. If it does, give us a log without any other plugins loaded. Actually I'm seeing the following exception which is terminating LSPDFR: See bolded.

Both CPUs are fine, the Ryzen 7 3700x will probably be a good bet if you want to upgrade your GPU in future. 8GB of RAM is a little low for a new system, and I'd personally not settle for at least 16GB, but GTA V will work okay if you have everything else closed. The GPU is really going to be the bottleneck. The 1650 is not a great GPU however will probably give a 1080p 60fps experience on medium/high settings. If you're thinking of just a 1080p 60fps monitor, and not really caring about any future proofing, then both systems will be okay for a baseline experience.

It's to test if people have installed stuff correctly or if they messed it up. If the game stops crashing when they rename it to _mods, their mods aren't being loaded and if the game loads correctly, their issue is caused by other PEBKAC related problems. Most times where people are complaining LSPDFR won't work, they actually failed to follow the instructions installing a completely unrelated mod, and their issue has absolutely nothing to do with LSPDFR. This step is testing if that's the case.

This is something I was wanting to add to 0.4.7 but didn't want to delay the release. It's likely you'll be able to enable or disable callouts via the pause menu in the next version.
