Yep, sure is. That's the Hatsune Miku Goodsmile Racing 2012 Livery, with a Hatsune Miku player model. I even have a leek as a weapon. The map is default, it's the highway that goes to the airport. -
From what I understand, you wouldn't have to make an entire new player model but the utility belt itself would have to be re-made and then refitted to that model using 3ds Max.

I honestly think Rockstar or any other large company could care less what happens to their models once they're rolling around in their own money. It's when law suits start popping up that they start caring. The only company I can think of off the top of my head that doesn't like (and acts upon) models being exported from their games is Bohemia Interactive.

From what I heard in the video, it doesn't loop smoothly at-all. You can hear the audio file resetting itself.

You can blame the authors of the "Hot Coffee" mod for that, it got Rockstar into a whole lot of trouble. To be fair to the modders though, Rockstar should of never included the source files in the game to begin with.

You live in Australia, correct? If your local store won't, Arrow Computers and PLE will (at a cost of course). I had mine built through Arrow Computers and it was ready within two days.

Yelp sounds awesome. Wail and bullhorn could do with some work. The wail has a lot of wind noise in the background and the bullhorn doesn't loop correctly.

I'm almost positive you can do that with any decent image editing software (Photoshop and GIMP, to name a few).

Like most things, I change my background a lot more than I really should... so here is my updated one. On the left, when I start texturing. On the right, when I've finished texturing.

Are you sure that texture was made for that specific model? It's more than likely that that model is using a different template.
