Did you...delete LSPDFR? You were only meant to delete Traffic Policer. LSPD First Response.dll & .pdb belong in plugins.

It is not related to RPH, however you should delete Traffic Policer from your plugins folder. It doesn't belong there. Yes, try renaming scripts.

Okay, there are quite a few asi mods in there, a mods folder, a scripts folder...quite a few things that could cause it to crash. I'll trust you already tried renaming mods to _mods since you said so, the mods folder is generally the most likely cause, but if it still crashes we'll have to narrow it down further. Lets start with: Rename dinput8.dll to _dinput8.dll. This will stop pretty much everything from loading. Launch the game normally (without RPH). If the game still crashes, verify your game files. Your game installation itself is likely corrupted. If you are able to launch the game, try launching it with RPH. If it loads, we've removed anything with RPH as a cause and we can move on. Stop here if it crashes and post your log file again. If it launches with RPH, rename _dinput8.dll back to dinput8.dll. Then, rename scripts to _scripts. If it launches, there's an issue with one of the scripts you have installed. You'll have to figure out which one by removing them one by one until the game works again. It could also be because ScriptHookVDotNet is known to cause issues. Try removing that. I think there's a fix coming or a workaround out there but I'm not entirely sure. If it still crashes, you probably have an .asi mod that's causing it. The best thing to do here is remove your .asi mods one by one until it works. For reference, here are a few screenshots of an unmodded GTA V folder. My instructions above are what I would do if I was having issues, so as to avoid reinstalling everything, but ultimately a clean install is sometimes the best way to go. To get that without reinstalling the whole game, just remove everything in your directory that isn't in the appropriate screenshot below. Then install your mods one by one, making sure the game launches after each one.

For starters, you are trying to load LSPDFR plugins from the plugins directory. LSPDFR plugins should be installed to plugins/LSPDFR and are loaded automatically by LSPDFR. Please screenshot your GTA V directory.

Yeah, that is my only real issue with the game's siren mechanics, and most of the time it seems to pick the phaser alternative for me. I seem to barely ever hear the yelp.

About OFF-DUTY
Yeah, if I remember correctly if you do not go on duty then the other peds in the game treat you like they normally would (considering the story of GTA IV, Niko isn't exactly a "citizen", lol).

I only have mods that use the default GTA V lighting. Dynamic Lighting System is an alternative if you want extra control over the lights and sirens and I think there's even a tool to edit light patterns and such on the fly.

There's nothing in your log showing Ultimate Backup loading. Make sure it is installed correctly. You are using Automatic Panic Button which requires UB - if you want to remove plugins, that's the one to remove.

It sounds like you installed the vehicle.meta wrong then, if the vehicle shows in the garage after you edited agency.xml then you did that part correctly. Installing the vehicle.meta file is unrelated to LSPDFR, though.

Mods from Benny's not saving on Personal Vehicle
The mods by Benny's may not be saved by LSPDFR. If I recall correctly, it requires specifically indexing each modification done to the vehicle and those ones may have been missed or not available at the time of development (GTAO has added many more car customizations since then).

Playing without updating
It really isn't hard to update your mods for the latest version if you set them up correctly in the first place. I can not play for years, spend <5 minutes to update LSPDFR (+RPH), ScriptHookV (which I only really need for Simple Trainer), and GameConfig.xml, and continue playing with every single mod I've had installed since LMS created LML. Occasionally LML itself might need an update as well. If you're using the mods folder method it gets more complicated because now you need to worry about updating update.rpf and fixing all the mods that were installed in there and fixing dlclist plus the steps I mentioned above. Then if you installed things into a specific patchday (ew) you need to move them to the latest patchday if the update overwrites it. It's unnecessarily complicated but not impossible.

Ok, I feel like it's an issue in the scenario that's being created when you spawn, but again that's an LMS thing. Not sure he'd have time to look into it any time soon though.

Try disabling loading LSPDFR on startup from the RPH settings and load it in game instead by pressing F4 and running the command loadplugin "LSPD First Response.dll"
