Am I being treated as a citizen when I am off-duty?

Last time when I played LCPDFR, and before doing the police job, I was definitely OFF DUTY after loading the game. When I tried to walk to the police station to start my patrol, I accidentally hit one of the on-duty police officers standing by the station. And finally I was killed by them for, maybe, assaulting a police officer.


So, am I just a normal citizen when off-duty?
