Changing the Forum Response Layout
I think it's not a bad idea to have latest comments first by default and an option to sort oldest first. Personally I hate seeing newest first, since reading the response to something first and not understand the context is annoying. However, I can see the benefits of seeing latest comments first when just wanting to download the mod since something from 2 years ago isn't relevant anymore. It would also help with moderation as we tend to see people responding to some accusation or argument that was resolved later in the comments (or later instructed to knock it off by a moderator). Edit: specifically referring to file comments here. Forum posts I believe should remain as-is.

[NON ELS] [WIP] LAPD Based Pack
I guess Wilhelm's message wasn't clear enough. Stop with this petty argument over a GTA V mod. Any continuation of this argument about whether a modification for a video game is exactly the same as the real world police agency will result in warnings. This is pathetic.

Autoconfirmed Submission Status Bug?
Executables will still need to be manually checked like before unless you are in the "Trusted" rating.

[NON-ELS] [All Blue] 2015 Dodge Charger PPV [FiveM Ready]
This isn't how that works. FiveM vehicles are just models like any other mod. The only part of the file for FiveM is the __resource.lua, which you can completely ignore and install just like any other car mod. In fact, the __resource.lua can be parsed by LML to load the mod in singleplayer. FiveM has literally nothing to do with it aside from the file being in a specific folder structure designed for FiveM.

Suggestion, queue position visible and per location uptime/downtime
From a moderation standpoint, the queue position would be entirely useless to gauge anything on your part. How moderators handle the queue is different per person, but I think the general way is to do it in batches. So basically, whether you're number 1 or number 30 makes no difference as it will really just be approved the next time a moderator checks the approval queue. Also, "position" doesn't mean much as files can be approved in a queue (where they can be also be skipped, and honestly I have no idea what order IPS, our software, puts them in) or from the downloads page.

LSPDFR 0.4.8 - Now available!
This never happened. No one on the team ever removed his mods, he left by his own will. It is true that we were working on some new plugin policies to further protect the user base, but those have not yet come to fruition. If I remember correctly, he left after we decided not to remove a few negative reviews that were not in violation of our Guidelines. Whether that was related or not, only he would know.

LSPDFR Configuration Settings Callouts Multiplier
It changes the frequency that callouts are spawned, so it affects all types of callouts.

SWAT and NOOSE do not appear. Including their cars.
That I don't know. Sounds like an issue with the carcols file, or maybe a rogue ytd file acting as a replacement in a dlc loaded later than whichever you're working in.

New GTA V UPDATE (WHY AT THIS POINT)
That's the point of RagePluginHook. LMS develops both RPH and LSPDFR. We can't just steal development of ScriptHook from Alexander Blade. All ScriptHookV mods should be .asi files. Note this does not mean all .asi files rely on ScriptHook (Heap Limit Adjuster and OpenIV.asi are two examples that do not rely on ScriptHook - they just need the asi loader, dinput8.dll). The most common ScriptHook dependent mods are ELS and most trainers. LSPDFR does not and LSPDFR plugins should not rely on ScriptHook (if an LSPDFR plugin does, I wouldn't recommend using it).

SWAT and NOOSE do not appear. Including their cars.
No, you only need the asi loader, dinput8.dll.

What can you do off-duty?
There are actually quite a few activities that do work with an LSPDFR character. You just need to test them (for instance, I've played an entire round of golf with Chop as my LSPDFR character).
