Toggle means to switch on and off, if lethal force is currently authorized, it will be unauthorized. Lethal force is automatically authorized if the suspects acts violently, ie running over or shooting the police.

You might not be getting callouts because the default value in the ini for the maximum time between calls is 5000 seconds, the equivalent of 83.3 minutes. Change it to a lower number and you should get callouts more often. Also make sure you are not busy, which is toggled with F7.

The logs don't explain anything. It's probably GTA crashing because of modding. If you use ELS, you can try disabling these by changing them to off: Ai_Els_Sp = on Ai_Els_Mp = on

Yes, you use Left Alt to aim at the car, while holding left alt open the quick action menu (caps lock) to tell them to go or stay.

1) The crashing you are experiencing is most likely a result of modding GTA IV. When you install multiple modified vehicles, especially ELS activated ones, you will start to experience random crashes. The only way to fix this is use non-ELS cars, which are much more stable.
