Well, depends. LSPDFR+ is outdated, but if you want to use PSR, you need Traffic Policer. So just disable everything in it and you can use it no problem.

You are missing Traffic Policer for PeterUCallouts, that's the thing you saw.

Remove in /Plugins/LSPDFR: AutoPatrol; Code 3 Callouts; Keep Calm; MegaPhone UI; Traffic Control. Change the plugin timeout threshold from 10000 to 60000 in the RagePluginHook.ini file and change Main.PreloadAllModel in GTAV/LSPDFR -> LSPDFR.ini to false.

Make sure you install the necessary plugins for it. If you are watching old videos, you may see Albo's plugins, like the Radio. These aren't recommended anymore. You may wanna use StopThePed, UltimateBackup, Traffic Policer (Disabled .ini), PoliceSmartRadio; SearchWarrant etc.

You don't need it anymore, you only need the one that comes with ELS. (Which should be the .dll.) Send asiloader.log.

Make sure you have -windowed in your commandline.txt. (Nothing else.) If you want to go fullscreen, just ALT+ENTER.

That would be an add-on vehicle. You can add add-on vehicles into agency.xml but make sure you properly install them. If you don't know how, read the RPH FAQ and scroll to the bottom.
