RPH has nothing to do with ELS. If you can hear the click but not the lights there are two things to do: 1. Check if you have a window tint on your cars. 2. Remove OpenIV.asi; restart your PC, then reinstall it via OpenIV.

Okay, so ELS loads just fine. Do you hear any click sound when you activate the sirens / lights? Can you open the ELS UI in the car? But the ELS log is clean.

You are not supposed to open the startup.rphs file with an editor...it's just a list of loaded plugins. Just clean your folder & create an exception in your Antivirus.

Please never disable your Antivirus. Create an exception for your GTA V folder in your Antivirus instead. Then, rename mods to _mods.

Reinstall LSPD:FR 0.47 manual. Then rename mods to _mods and try again.

Do you have a Trainer installed? If so, make sure "Ignore Police" and other options are disabled.
