Right click on your desktop and click NVIDIA Control Panel, once that's up, click Manage 3D Settings, then scroll down and disable Shader Cache, that should remove most of the disk usage.

Yes, it allows direct control of emergency lighting for developers. The video also seems to hint at it being something included in RPH itself. Save a few other features and it's then it's quite close to making a basic, but functional version of ELS a thing.

If you all try launching the game normally, then load Ragehook, do issues still occur?

Wait a second, you have retail version right? Have you launched the game? There is a mandatory 5GBs update to download as well as the extra 5-10GBs to get the latest updates. (In case anybody want's to know how I knew that, GTA5.exe is not present, as well as personal experience.)
