What GPU do you have at this time?

First of all, welcome back! DirectX semms to have hooked correctly, probably ENBSeries causing you troubles. Developer Mode generally just gives a tab you can view from the taskbar menu, shouldn't be causing crashes. Does VisualV modify the 'gameconfig.xml' file?

it's apparently an issue with the way Ragehook renders GUIs. Nothing you can really do.

Was the log file from the session you had the error? It does not show any error, and it only shows LSPDFR working perfectly.

Try not installing the OpenIV ASI Loader, since ScripthookV has the same thing, you never know, it might contain something special. EDIT: Your first screenshot says the max supported version is 678. The latest (the one your probably running) is 757.4. Triple check your Scripthook is updated. I mean like, triple triple check.

Apparently RageNativeUI had some issues, you can get the latest version of it from its topic (use search bar, just woke up)

How much memory do you have? Are you running the game (or RAGE) in administrator mode? Do you have a 'Compatibility Mode' set for any of the .exe's in the GTA V folder?

How is the CPU Usage? The other mod for this uses WAAAYYY too much CPU.
