  1. I agree with you on most points, but in my town, all the cops are friendly (that I know of) but as you said, it can be different in different parts of the world. My statement was only based on what I've seen around here.
  2. You should ask him, chances are he'll reply if he's not too busy.
  3. I think part of the problem is the media. In some movies or TV shows, even video games like Grand Theft Auto, police are depicted to be corrupt, power hungry, and evil, which is not necessarily true in real life. Sure, there's a few bad cops, but most became a cop becuase they want to serve and protect. Some cops only become cops just so they can have power, but that's not really common. There are many good cops. Some can be grumpy, becuase the job can be exhausting, people talking back to you, people not respecting what you do, dealing with the same garbage over and over... My dad knew a great cop. He had toys in the back of his cruiser, and would comfort kids who were in car accidents. He would give people breaks, etc... From what I heard, he was a great man. All cops should be honored and respected, becuase they protect us and make the world better. From what I've seen, there's only a few bad cops, but the majority are nice, friendly, and are willing to serve you. Imagine a world with no rules, and no people with authority. It would be dangerous, so people sometimes should step back, and look at things that way.
  4. If I understand you correctly; you're asking if you should install car mods, but only if it will continue to run smooth? Try installing one car only first, see how it runs. If it still runs good, then go for another car, etc... If you put a modded car in, and the game doesn't run good, then you should keep the unmodded cars. Remember to back-up your original vehicles.img before installing vehicle mods, that way you can go back to the game's original vehicles if you need to.
  5. You're pressing ALT + T twice, right? Like double tapping? If that doesn't work, then it must be something related to your installation. Reinstall LCPDFR if double tapping doesn't work. Also, did you select the taser option in the LCPDFR installer?
  6. What am I meant to do at a vehicle incident? Even after the it's over, there's still a red marker over the vehicle. Is there something I'm meant to do?
  7. So this turns on when LCPDFR turns on? Or is it activated by a certain key by itself?
  8. If you have more than 50 GB on your computer's hard drive, it would take a while to fill it up just with car mods. I wouldn't worry lol.
  9. There's many for the '69 Chargers, but I don't see any for the new Chargers, at least for GTA IV.

  13. Well, couldn't they just have pursuits and pullovers? No domestic, etc... Anything that doesn't need interiors.

Even if we did get the files, it would be nearly impossible to implement it into the game, due to GTA IV's engine looping, which is very odd and different compared to other games, according to most people. I wouldn't get your hopes up. I do hope that GTA V will use a different method of storing and running the files, then we will be able to get accurate sounds. But hey, we may not even need to modify the police cruiser's engine sound, if R* decide to nail it themselves, which is probably unlikely. But who knows...
  15. 'User' is usually your name. For example, mine is stored in Nick/AppData/Local/Rockstar Games On some computers, App Data is hidden, so you'll have to check 'Show Hidden Folders' on a start menu, or by right-clicking on some versions.   16. I made a topic about CVPI engine sounds a few weeks ago. I remember quite a statements about that: I think Olanov is talking about the vehicle itself being converted. But yeah. if someone could convert the sound, that would be awesome.

  19. With non-ELS, I like to play a game. The game is to see how long I can keep my car in good condition, and not damage it. From being careful in pursuits, driving carefuly, etc... And if I damage it, I reset it, which means repairing it. I like both to be honest. Both have their ups and downs. Non-ELS can be more realistic, in terms of car damage, and ELS can be more realistic in terms of flash patterns, and reflections in the environment. Hopefully the Illumination mod will put both at rest, with being able to have accurate flash patterns and reflections of ELS, and the vehicle damage of non-ELS; best of both worlds. :smile:

  22. First, download Spark IV or Open IV if you haven't. When you do have it, you'll have to look for what you want to edit, extract it to the desktop, and use a program like Photoshop to edit it. That's what I do. Vehicle skins are in cdimages whrere you find the vehicles, and buildings would most likely be in a different area, but I'm not exactly sure where that would be, since I've only done vehicle skins.
  23. @Shawnyg: Your signature is massive. Is that supposed to bring attention to it? If so, it sure got my attention. I'm blind. But yeah, do what he said. Are you using the latest patch?
  24. Use low poly cars+turn clip capture off if it's not already = +10 or even more fps That was the case for my old laptop.
