Francis Members August 10, 201213 yr Author stats It's not ELS, it is related to the way the car was made. The arrow bar was made so that if you have your four way blinkers, it will flash like a "halt" pattern. It's normal, each half of the TA is a blinker in the model.

It appears to be a custom vehicle you've got there (Caine's vapid?) and what he's done is make the traffic bar functional by attaching the lights to the indicators. What you're seeing is the car about to turn a corner and instead of/in addition to the normal indicators, the hazard bar has activated.
