If you mean the forum layout, it's because that website and LCPDFR both use IP.Board for their forums. LCPDFR has a customized one, but it still relies on the basic IPB layout.

At least you were able to download it In the handling file, try increasing the suspension raise. It will lift the car a little. Only increase the value by 0.2 or so.

Your system is too weak. You should optimally have a 1GB+ graphics card. A 256MB will not cut it. Your system is most likely completely out of video memory. Your CPU is also a little on the weak side, as far as GTA is concerned, but your main problem is your GPU.

These ones are being worked on in RC3 right now, so there's no fix for it. As for the taser, I know it works fine in RC3, it might be an issue in RC2. You might have to try selecting the taser a few times. Prisoner transport also acts up in RC3, but may be car mod related. Most of your problems are things being worked on right now in testing versions. Edit: And I've never heard of not being able to call for backup before. If you're attempting to stand next to someone and press E to arrest, that doesn't always work, you usually need to use a bat instead (possibly added in RC3, I can never remember what came where)

You can use Simple Native Trainer and change the player's walk style. I always set mine to "move player," but you can also set it to different ped types.

I know for a fact that the developers would NEVER plant a virus inside First Response. Unless the site got hacked and the download got infected (highly doubt it), it is definitely a FP.

This. There are three different lighting modes that you can switch between, and they will usually always make cars pull over, even without your siren on. They're designed mostly for non-ELS vehicles, however, since ELS doesn't really work well with them. I think I tried it once just to see what would happen, and if your ELS lights are set to auto then they might flash, but all in all it's for use in non-ELS vehicles.

Yeah, going down for officer impersonation is a rough way to go. Yellow lights, in some states, are allowed though.

The turkey one that Nicolai posted reminds me of something that happened just a couple weeks ago, right around where I live. A wild turkey attacked people as they left their houses, and it would go after kids playing on swing sets. It also kept cops from leaving their vehicles. An officer tried to shoot it but instead he only grazed the turkey's wing. Don't think they ever caught it.

I'll also toss in that in future releases you can probably expect some more variety.

The reason I asked is because my ini file doesn't look like that. It doesn't have [xgewebservices], it just has [NETWORK] APIKey = ****** hence why I wouldn't expect it to work. But whatever. I didn't mean that the ini file isn't used at all (that's to clear it up with whoever down repped, I guess my post wasn't clear) I meant that that specific entry I thought was phased out. Maybe my testing version is different. Whatever works.

Theninja is correct, there isn't a way to increase the amount you can give for a ticket. Maybe at some point there will be, but then people might end up giving out $20,000 tickets all the time if there wasn't a cap...
