  1. EDIT: Misunderstood a little. Correct, there's either no lights or siren (except for an occasional siren on Mode 2 when pressing G) or both lights and siren.
  2. You should just be able to tap the G key (horn) in order to activate your lights and siren together. Light modes are supposed to be for lights only (no siren). Make sure you don't still have police cars set as "active" in els.ini.
  3. So I believe it's time for an update on this mod (I don't think this is necroposting..?). Firstly, I apologize for the VERY long spell of inactivity. This mod is NOT dead, and I never plan on killing it, at least not now. My Windows SSD died on me, which was my only Windows install. Even though I have over 2TB of other HDD space, the way everything is partitioned I would have to do massive amounts of partition resizing etc in order to make room for a new Windows install. Long story short, I can't play GTA right now which means I can't test or package any new coronas. I am currently using Ubuntu, and since I was using GIMP for corona creation, I can still create new coronas if anyone is interested, but I can not package them in to a .wtd file and I can not test them in-game. I would need someone else with OpenIV skills (I use OpenIV because it has more features than Spark, and it's easy to modify texture sizes) in order to package the textures and I would also need someone (or the same person) to test new coronas. Anyone willing to fulfill this role must be a trustworthy member on the forums. If anyone with a < 50 post history comes along wanting to get access to my not-released textures, you will probably be turned down, unless you already have proven yourself to the community. The Fall college semester has started up again so I don't have as much time as before, but I can certainly still do a little work on this here and there. If anyone is interested in fulfilling those aforementioned roles, or if you have any more feedback, please leave a post here or send me a PM. Thanks.
  4. My plans are to become a Doctor of Radiology (M.D. or D.O., might go for both) with a specialty in Diagnostics. I'm majoring in Medical Biology and I am also going to minor in Chemistry. I have another 13-15 years of schooling left (college, medical school, residency, training). I'm currently commuting to the University of New England, and I plan on attending the College of Osteopathic Medicine at the UNE campus upon graduation. From there I will try and obtain both an M.D. and a D.O.
  5. Posting the results from may help us solve the problem. Also, please read this.
  6. UAC is User Account Control. It's also the main reason why programs have to be run as an administrator. It keeps programs from performing actions that may be undesired.
  7. From what I understand, Windows defaults to marking programs under "Program Files" as read-only, whether it be a bug or intentional I don't know (some searches don't help much), and this: isn't correct. A legal copy or an illegal copy won't make a difference. Usually, disabling UAC and marking as not read-only usually will allow mods to alter the game files (even if the box stays filled but not checked). That's what I did and it works fine.
  8. ELS is known to cause games to crash. The only way to completely avoid crashes is to not use ELS and use only non-ELS vehicles. Some say that ELS V5 is more stable, you could give that a try first.
  9. You probably need to install ELS, since they're most likely ELS-enabled cars and don't use the stock lighting system.
  10. You will need 3D modeling software, like Zmodeler or 3DS Max (which can be somewhat expensive). From what I understand, there's quite a learning curve to the software and it would probably take a while to get acquainted with it. There are a few tutorials floating around the internet but I don't have links at the moment. You will also need to either make your own light bar or find an unlocked one. Or maybe copy in one of GTA's default ones (I'm not a modeler, not sure).
  11. If you have a modded vehicle, those usually come with multiple textures (liveries) and each livery can have its own license plate. The liveries spawn randomly. However, there is no way for the default cars to have multiple license plates, that I know of.
  12. You need to park directly behind the vehicle until the mod says to approach the driver side window. It can sometimes take some maneuvering to get it right, depending on the vehicle.
  13. Kjel, what do you have for a CPU? CPU speed seems to determine how GTA IV performs, a lot of the time. Based on the specs alone (I've never seen one in use) I wouldn't expect a GTS 450 to run GTA on high, but I'd like to know if you have a high end CPU paired with it, since that would certainly help things (mostly just curious about this).
  14. "Disregard, code 4" is a safety feature to avoid the mod crashing when a call out can not be initialized properly, from what I have been told. What do you mean by "the keys don't work?" Which keys? Alt + b for backup? Shift to pull over? It may be of use if you post the results from the diagnostic log,
  15. A GTS 450 isn't really the best card for gaming with. It isn't even in the GTX series. Using hwcompare it wouldn't be a surprise to have it run at half the processing power of a GTX 560 Ti, which some claim to be the minimum for GTA (especially if using graphics mods). However, it is no secret that GTA is poorly coded for the PC and other games will run decent on that card. The processor only has 2MB of L2 cache, which may bog it down a little. Most gaming-grade CPUs come with 4-8MB of L2 or L3 cache (i7-870 has 8MB). However, being a quad core processor and not a dual or single core, the effect won't be as noticeable. At 45W the CPU is also light on power draw, which usually means it isn't as fast as, say, a 90W CPU. It also only runs at 2.4GHz out of the box. However, it should be a cool-running CPU. I wouldn't expect to get high framerates in GTA at all, but it would be playable. I would definitely avoid graphics mods like ENB.
  16. Well, when installing a car mod, they generally replace existing models, and then the game spawns those like normal (unless they're high-poly, in which case you will need a mod to modify the traffic in order to prevent the game from spawning only taxis). In order to physically add a car (without replacing) and then have it spawn, you would also need a way to modify traffic spawning since they usually don't spawn when added. It sounds, though, like you just want to replace the 'fake' in game cars with realistic ones. I don't have any links to car packs but there are plenty of GTA modding sites with cars.
  17. That's what I'm trying to tell you. The cops here use breathalysers and those measure alcohol content in breath, and that is directly related to the amount in the blood so it can produce a measurement from that.
  18. The breathalyser outputs, as far as I know, a reading in the percent scale, anything over .08% being the limit in most states.
  19. According to microsoft's required specs, yes it can run it. It might not be fast, but it could boot. Not sure why you would need to buy Ultimate, though.
  20. It may also be of help to set, in the ini file, PreloadAllModels = True when you have modded cars. Usually fixes a number of car related problems with LCPDFR.
  21. He never said he had lcpdfr installed so I assume he doesn't. So I have to cover everything.
  22. Not having those would cause a problem. LCPDFR requires them to function, and many other mods do as well. .NET: http://www.microsoft.com/en-us/download/details.aspx?id=17718 C++: http://www.microsoft.com/en-us/download/details.aspx?id=5555
  23. You have C++ and .NET installed, yes? EDIT: And xlive.dll will work just fine, I use it on my install and it works 100% as it should. It's only frowned upon because it removes online capability.
  24. It is for show. It's good for roleplay and things like that, but it serves no functional purpose.
