Progress update:

I've finally succeeded in getting the rescue stretcher to spawn. Today I set up the stretcher with ropes and a hook to attach it to the helicopter's hoist. The hoist works, going up and down with the stretcher attached. Still working out some bugs with getting the rope spawned in and attached to everything smoothly, but it's good progress. I've also been experimenting with some airplane based functionality... more on that to come eventually.

Progress update:

  • Working on integration with the new beta of Arrest Manager. Arrests at sea are going way smoother now, although there's still work left to be done. 
  • Further development of the helicopter hoist system. Fixed a couple bugs there. It's getting a lot better. 
  • Started work on the plane-based callouts. Sneak preview:

  • Working on retexturing some buildings to create a coast guard station. Got one of the buildings all figured out, but the hangar nearby I still haven't found all the texture files for. PM if you can help with that.

Rest assured, progress continues! With the excellent development of a 4-person police dinghy with working lights by @mohaalsmeer I'm now working on arrested ped transport at sea. Also, with the new siren/light capabilities in RPH 0.46, I'm finally able to put a proper siren on any police boat, which has been built into coastal callouts now.

Furthermore, the helicopter hoist is getting closer and closer to being ready. I've made improvements to the animations, put a lot of code together that was just in little testing snippets into proper classes for winch operations, and am now working on integrating it into the coastal callout menus. 

I've also been working on some custom uniforms to be included with the download, including this USCG pilot/rescue swimmer uniform. I'll also be putting together a rescue swimmer uniform with a drysuit, snorkel, etc.

Some huge progress in the past week:

  • Hoist functionality controls and UI set up - no more messing with console commands and testing, this is the real deal! 
  • Lots of menu functionality added and improved
  • Continued work on copilot capabilities 
  • More progress on creating new peds

It's very late here as I stayed up to make this little video preview for you all, but expect more updates soon!

Made some great progress today, with special thanks to @Fiskey111, @PieRGud, and @Baud0412

  • Added camera view by the hoist, looking straight down, so you can more easily position the hoist directly over your target. Thanks to fiskey and piergud for helping me figure out the camera stuff. 
  • Got add-on props working in the custom DLC package! baud0412 made a quick rescue stretcher add-on prop, seen in the video below. It's not complete as it hasn't been textured yet, but he's working on it. The important thing is, add-on props are now possible, meaning we can get the much-requested proper rescue basket in here! 
  • Added controls to enable fine-tuned positioning of the helicopter while hoist is in use, again making it much easier to get right above whatever you want to attach to the hoist. The heli controls are pretty bad in GTA, especially with a keyboard, so this makes it actually possible to get the hoist where you want it. 
  • Other recent progress includes improvements to moving seats dynamically while in the heli, with automatic creation and movement of copilots as necessary. I've also set up the hoist to auto-lift and auto-lower, so you just hit a key and it'll lower all the way to the ground or all the way up to the helicopter. 
  • Baud0412 is also working on an amazing rescue swimmer ped, with me doing some of the texturing. It's looking great already, and is still a WIP. By the time it's finished it'll be very impressive. I've got all these peds working as add-ons as part of the DLC now.

I've now implemented helicopter copilot AI. It'll require some further tweaking, but is fairly effective in most situations. In auto mode the copilot will fly to the waypoint marker on the map when present, chase suspects if there's a pursuit, hover during hoist operations, and follow the player if they get out of the helicopter. 


At this point the helicopter functionality is mostly in place. I'm sure I'll make more adjustments to it at some point, but everything works pretty smoothly now. At this point it's time to go back to working on boats! My next goal is to make some enhancements for boat pursuits. Right now it's basically impossible to end a boat pursuit without shooting the driver. I'll be adding some conditions under which the boat's driver may surrender. I also need to do some more work with making arrests work on boats smoothly. 
 

Thanks everybody for your support of this mod and for your patience! I know it's taking a long time to come out, and I wish I could work more quickly and have it released for you sooner. I hope it'll be worth the wait though to have a polished and functional mod from day 1 when it is finally ready to share!

Well remember how I said I was going to work on boats for a bit? Yeah I lied, I added more helicopter features. I've implemented a customizable interactive hoist UI, winding/unwinding sounds when the hoist is moving, you can see the rescue basket in action here, as well as the heli cam feature from Wilderness Callouts (which will be improved upon and integrated into Coastal Callouts before release, thanks to permission and assistance from @alexguirre). The copilot AI can be seen working here, in Auto mode the entire time!

Just wanted to give people a quick update and let you know that yes, this is still under active daily development! 

  • Still working on setting up custom layouts for various vehicles to be included in the coastal vehicle pack. The Coast Guard boat will be able to fit 10, and the Jayhawk heli will be able to fit 8. 
  • Helicopter features are pretty much stable. 
  • Working on custom boat pursuit AI. The default pursuit AI are basically useless on the water, as any pursuing police boats like to ram into each other and don't do anything to stop the suspect. The custom AI intelligently selects a boat crew to pull up closer to the fleeing boat and fire shots at its engines, while other pursuing boats hang back a bit to give them room to operate. If the suspect boat stops or the suspect gets out of the boat and starts swimming, they'll move in closer. This custom AI is still rudimentary, but I'm working on improving it. 
  • Working with Albo on improved arrest manager integration. Arrests will work much smoother on water now, and boat prisoner transport will be coming to arrest manager to support coastal callouts. 
  • Edited various YMT files to affect which peds spawn at the coast guard station. Successfully removed random civilian peds that would spawn on the dock and pilot peds that would spawn near the heli pads, and replaced them with coast guard peds. The coast guard station is feeling pretty legit now! Still need to add some way to replace the boat spawns with coast guard boats.

Development continues! I moved houses last week, which delayed progress a bit, but my computer is back up and running and I'm back at it. 

  • Added support for extensive user customization of how boats and helicopters will be used, so that any custom model can be installed and still take full advantage of Coastal Callouts features. Includes options such as specifying which rappel point to use on helicopters for the hoist, which seats to prefer for loading people into helicopters, which seats police on boats should sit in and fire from, positioning for attaching boats to trailers, positioning the heli hoist camera, and even down to specifying which extras to toggle on vehicles under certain situations.
  • Development of custom Boat Pursuit AI continues! Still lots of work to do on this part, but it's coming along. 
  • Added landing mode to helicopter copilot AI, so the player can select a landing zone and then the helicopter pilot will land automatically. With this in place an entire heli mission can be flown by a copilot, although you can easily switch in and out of the pilot seat to experience all the best action first-hand. 
  • Continuing improvements to various ped, boat, and helicopter models which will be included in a custom DLC with Coastal Callouts. 
  • Converted an unused Pegasus hangar at LSIA into a coast guard hangar, so you'll have somewhere to store your larger coast guard aircraft.
