I don't know how feasible this is because you'd have to tap into GTA's traffic grid or something, but it'd be cool to have a mod that lets you change traffic lights from red to green and vice versa when responding. It would also be useful for when suspects you've blipped and signalled to pull over are sitting at a red light waiting to turn for a long time. 

I would also love to see something like this.

 

Also, it would be nice to at least increase the duration of each light instead of them changing after only a few seconds.

Could open the door to some pretty cool traffic related callouts - all the lights stuck on green for some time, have to do traffic direction for a while until someone who knows what they're doing can come fix the lights or some such. 

I'm looking at natives right now, and its not looking very hopeful. Haven't been able to find anything to do with traffic lights yet. I'll keep looking, as this would be something cool to have.

+1, I don't see anything in the native functions either. Doubt they are controllable.

In IV traffic lights were basically just two different states (one for all roads going top-down, one for all roads going left-right) that could be changed with a little memory editing. I haven't looked into how it is in V, but I would assume it's similar.

I believe OP is referring to the last hist the one where you use Gauntlets to get away. Theres a section where you guide money trucks to the destination using the lights

I don't think that by changing the "lights" from red to green in this minigame we actually affected any traffic lights on streets. BTW in V lights do seem random, while in IV they followed a clear pattern.

I've noticed that the lights will change based on traffic, similar to real intersections. I am not sure if it's controllable or not but I'm almost 100% certain that it is not random as I've seen it do some things that real traffic lights do.

I don't know how to describe it well but I've seen the game give a green with turn arrow instead of two green turn arrows (so if there is no cars requesting to turn left but there is on another side only one side will turn green and then the cars that do not intersect with the turning cars can go).

so since there was no car requesting to turn left in the top side of the picture, all lights stayed red on that side but the intersection allowed cars in the bottom lanes to go in all directions

 

I think a better solution would be to stop all traffic around that intersection, I can't speak for other places but police around me don't really care what color the intersection is, they go to the line and when opposing traffic stops moving they go where they need to. If it's green then they just go.

I'm pretty sure it was coincidental that no cars were turning on the other side. I think the intersections cycle through lights differently, depending on the location. Some cycle each direction (all cars coming from the North get green while the rest have red, cycle through for East, West, and South), some cycle through turning lights (left turn lights for North and South only, then straight through lights for North and South only, cycle continues for East and West).

I mean that the lights are random on different intersections, not within an intersection. In other words, in GTA IV, if you take Union Drive West, all lights on this road change at the same time, so you have all green then all them turn red. In Algonquin you can notice it easier since the green in the North-South direction lasts noticeably longer.

In V, however, if you have green on one intersection you can have green or red on the next one on the same street even a few meters away (like in Palomino Ave), and I fail to notice a pattern here. 

I understand you pic, but I doubt it has anything to do with traffic. Some intersections have Green Lights for forward and right lanes, and when Green for left turn lanes in both directions. Some intersections have Green Lights for all three lanes in one direction, then in another. And then there are intersections which have All Green in both directions, so left turning traffic has to yield. One of this intersections is near Frank's old crib, by the way.

Well I don't know would it help, but I find a XML about traffic in the game files.

no all of them are the same 40 sec red, 2 sec yellow, 2 sec green

idk all of you say its random its not at all 

Update i think I found the timing for the lights I will post a traffic light mod if I found somting that works
