    Well the only suggestion I'll throw in is get rid of Norton. it's terrible, there's so many more anti-viruses you can download and Norton has to be one of the worse, It's hypersensitive and thinks everything is a virus. It's also a pain in the ass to rid of, Uninstalling still leaves stuff behind.
     
    I recommend avast or something paid (ilke BitDefender)
     
    Otherwise if you really somehow think it's correct, Just try to add a rule (if norton allows that) for the file/Autoinstaller if your using it.

    It's because Skype is CPU intensive. If you close it, you're using less CPU, therefore more free for the game. This goes for memory as well. Not to mention your on a notebook PC, which may cause performance issues often.
     
    However you're using an outdated version of LCPDFR, I recommend you update to LCPDFR 1.0c (newest version), any older versions are no longer supported.
     
    Try telling your friends to switch to Teamspeak, It's like skype but it can run in the background, I find it useful and I can use it (most of the time) while I play GTA, otherwise you'll either need to upgrade your PC or deal with the problems.
     
    Look up commandline.txt, I use one for my FPS dips, You might find a useful one for your computer. I've uploaded mine incase you want to try it, put it in your root GTAIV directory.

    [INFO] (ELS) Files - Vehicle information retrieved. Detected [9] ELS-enabled models. To be honest that could possibly be the problem, I'm not sure but having that many modded cars (Depending on your computer rig) could be healthy for your game.
     
    Try restoring your vehicles.img (Verify via steam or use a backup vehicles.img...Or you can re-install) and add the car mods one at a time, it might be frustrating but it could very well be the cause. Either a bad model or just too many in general, GTAIV is prone to crashes pretty often however so it could be a multitude of things.
     
    I'll see what else I can dig up, someone else is free to respond. Like I said, it can be a thousand things causing it.

    Its not even a matter of optimization, R* just decided it was a good idea to "port" the game over from console, which was a shit and non-successful move. Regardless, the more scripts and car mods you have, the more unstable your game is (mostly just in large amounts, 6-7+ scripts.)
     
    ENB's (If you have any, or just max settings) and all of your police cars being modded isnt necessary, and if you are doing it I can almost guarantee that's the cause of your problem.
     
    but its up to you obviously, try re-installing or using a fresh vehicles.img (If you backed up), and add the car mods + scripts one by one, see what happens and maybe you can pinpoint whats causing it. Apparently enabling PreLoadAllModels can cause stability, but beware of texture loss, try enabling it with the diagonstics tool or add PreLoadAllModels =True in the lcpdfr.ini.
     
    Anyways, try whatever it is you wanted to test

    Its not the custom cars.
     
    I tried with default cars, and no els whatsoever...Still crashing. Ive tried with PreLoadAllModels on AND off, Nothing once again still crashing.
     
    Well, I've come to an ultimate desicsion to just wait until I get my new computer soon. I should have it within 2-3 months, and I'll be able to run the game better anyways...theres the fact that GTA 4 is a bad port from console, so crashing is ALWAYS a thing. its different on each machine.
     
    I'll start playing again once I get my good gaming computer, and off this crappy laptop.

    I'm on the lowest possible settings with a commandline.txt and a mod to get rid of the sky, and bright lights (Reducing lag) but thats not really relevant.
     
    To be honest, I had this before and if i remember correctly setting "PreLoadAllmodels = True" in FirstResponse.ini fixed this. Im going to test it later, i shouldnt of made a thread really.
     
     
    I'll mark it as solved because if that doesnt work, getting rid of the custom NOOSE models will.

    ...Just simply rename the file, adding .exe to the end. It shouldn't be downloading as only a file, just rename it, and add .exe to the end that should make it run normally since there is no program to really select for exe's.

    Well, I found that its pretty easy to just get in the car and turn them off myself (lol i was being lazy), the only other issue it really causes is lag when theres a bunch of them but i can expect that from ELS + my craptop, i'll just turn down the radius and the max ELS cars at once.

    Use something called "GTA 4 Vehicle Mod Installer" It's an auto installer for stuff with GTA.....Make sure you imported the wtd and wft files correctly with SparkIV. I only use SparkIV for custom sirens and models for other scripts.
     
    Also, Since its the model problem it could be TOO high of detail. Try turning your settings down in your GTA Graphics settings, Just tamper with it a bit.
     
     
    And yes make sure you save after importing the file. Then close SparkIV, Dont just replace it and close it right away
