There is a LCPD skin already included. As far as LCPD verison, you could use Lt. Cains ESU as it uses one of the default vehicles.

Lovely vehicle! The only problem I have with it is that the AeroDynic light bar on the back, the clear glass is almost invisible. Any way to fix that?

The glass uses the texture "clear.png", you can modify that and make it darker.
