    Well umh, you're running integrated graphics. (and on top of that with only 4 GB of RAM) What do you expect?

    Open the zip/rar archive of the Game4Video ENB, copy the folders "common" and "pc" it provides.
    Navigate to your EFLC installation.
    Now paste the those two folders you copied into the folder "TBoGT"
     
    should fix your problem.

    "GTA FATAL ERROR:D3D ERROR-SHADERMODEL 3.0OR HIGHER IS REQUIRED"
     
    Your graphics card - if you even have a dedicated one - doesn't support shadermodel 3.0... Just a wild guess. Please post specs.
