I've noticed the same thing but I've been in there a few times where a lot of the Staff has been around like Sam and some other people. The staff is mostly the only people I see in there whenever I pop in. Occasionally there will be some random people in there though. You have to keep in mind too that not everyone may be in the same place as you so times will vary. 

I personally go on a lot. I usually stay on there for a few minutes at a time. I leave because no one is there, or if there is someone with the worst Internet connection in the world, and wont stop timing out. I barely even see moderators online anymore. I used to see Sam, Jay and the rest of the FCRP gang on there, but it seems they don't anymore.

It feels like a lost cause to me that even the moderators don't go on anymore.

   A bit back I was there often as a way to allow users to get into contact if need be for Moderation however with recent life related things I've casted it aside, I think I may pick it back up again.

 

   The reason why most members don't go onto the TS is due to the fact most of the conversations just happen here anyways, most of the members I see on there are playing with each other which is nice. In short many websites that don't have game servers or simply have no real need for a Team Speak but still have one are usually not popular due to the reasons stated above, but the option is always nice. It'll probably pick up once we implement the automated clan channels.

After reading a similar topic on GTAModdingChest, I think a lack of members on the TeamSpeak is a good thing. It means that more discussions will happen on the forums. Look at GTAPoliceMods, their forums are a ghost town nowadays since everybody sits on the TeamSpeak rather than discussing issues or whatever on the forums.

We occationally join the server for a little "shit n' giggles" chat, or just to hang out/play games. It's just that time is precious and a lot of us have other things to do and are very busy.

I am on insanely often, it's just nobody else is there other than my friends when we organize a time to get on, there are occasionally several staff members online, but they are always in the staff channel.

I used to hang out in the general discussion so I could interact with members, but it proved too much to handle when people started screaming and acting like morons not to mention I was constantly poked and messaged

 

I may return one day however, most of the chats in there were hilarious
