Do you have LSPDFR running?

Have you reviewed the readme on what to do? Do you know how to start the modification?

Well is the game working? There are no real issues in this screenshot at all.

My mistake then. I don't think you're supposed to add vehicles to the x64e rpf, but rather to one of the update RPF directories.

See if this can help you:

Do not run OpenIV as administrator. Import the file with the green plus sign. Do not delete it. Overwrite it.

Remove all your mods and try again.
