Well, did you review the readme? Do you have all the files required? As far as I remember, last time I used it, you need to have quite the few files loaded for it to properly work.

I'm not too sure what the real-life punishments would be, but what I do know it would include a lot more paperwork. I try not to put too much emphasis on realism when playing LSPDFR. I usually fine for most offenses. If it's severe it's an arrest. State of San Andreas is pretty corrupt as is.

Rocket launchers are my preferred solution to most policing in LSPDFR.

You'll have to review the readme for each mod you've installed to figure out which keybind does what, and if it is possible to rebind them if there is a conflict.

Delete any .fr files in your directory, and disable the feature in the ini files.

You've way too many scripts running at the same time. Try removing all of them (except LCPDFR) and see if it runs better.
