I used the automatic installer and it works like a charm. It's your Windows settings, not the installers fault :) Glad you got it working.

Okay, and that's when I said that car doesn't have low-quality settings. It's a custom car. The model maker/skinner has to make sure there are skins for all settings, if not, you have to make 'em yourself.

That's not a bug, it's a feature. These cars do not come with low-quality textures.

Could you try moving your save files temporarily to make sure they aren't corrupted?

Then, it's most likely a GTA IV crash and not much we can do about it. I recommend removing any car mods you might have to decrease the amount of crashes, or just less-poly heavy models.

If you're using the manual installer, there is no need to apply the hotfix just so you know.
