It means you, officially, shouldn't use other mods, only LCPDFR.

LCPDFR 1.0 is more demanding for GTA IV, and thus making it crash when you add more mods. LCPDFR isn't supported with other, third-party, mods.

You messed up the backups somewhere. Make sure you haven't copied the old GTA IV files (unpatched ones).

Nope, just as Iconography said it's not possible to do that at the moment. I personally do not use the light-modes that often.
