Disable the keys from the trainer ini instead.

You do not play as the FBI, it's the FIB. A progression system has been suggested several times before, and it has been discussed widly. It has been deducted that it just won't work and that it doesn't make any sense for this mod. Also, the general idea for LCPDFR is to play as a beat-cop, not special forces or federal agents.

It's different from person to person. LCPDFR 0.95RC2 is less demanding, and as such might cause GTA IV to crash less. Keep in mind that it isn't supported anymore.
