  1. I think people just got in the habit of using SparkIV because it does what you need it to (install weapons, peds, sirens, vehicles) and then advised new people to the scene to use it as well. As OpenIV has continued to improve and allows users to do so much more then just install new mods it's getting more attention. I haven't had a problem with either, but I'm now using OpenIV more and more, especially if I want to edit something.
  2. At the top Slect "FILE" then "EDIT MODE" select "YES" If you're just modifying GTA IV files you don't have to be concerned with anything. Dhruv is saying that he has to take an extra step in modifying EFLC files. I don't use EFLC even though I do have it installed so idk.
  3. You could always use OpenIV http://openiv.com/
  4. You can also experiment with other graphical enhancement mods like RealityIV, VisualIV, Sgt. Kanyo's (Rob Zombie) Realistic Timecycle mod. etc. Great alternatives to ENB also I think its well worth it to download a new city texture pack like Ultimate Textures 2.0 or Better City Textures
  5. Looking good! That vehicle's going to be a lot of work.... Cool project though!
  6. I don't believe their were any non-els versions produced. The Hawaii five-o released was ELS and it was buggy, do not recommend it. SSanchez10 on GPM released an ELS camaro that was better, but did not have the same light setup. I don't know if you're looking for a unmarked camaro only (Hawaii Five O style), but there are other model alternatives. Everything from Corvettes, Mustangs, Challengers and even a police model of the Porshe 911.
  7. I'm not entirely convinced you can do it the "easy way" and have the model look correct in game. Some models are not going to align properly without minor adjustments and re-rigging the mesh.
  8. There still a big need for actual ped modelers, but for those of you that have zero 3d modeling experience you can still customize your own ped models using the technique described above. Big thumbs up to CP702 for this find (It's a game changer)!!! Also big thumbs up to JAM for pinning this awesome tutorial!
  9. The strobe effect is PPM not illumination, so yes you could recreate the lights
  10. Nice write up for those that wish to modify peds but do not want to do the 3d modeling part. Glad you shared!
  11. Update SparkIV http://code.google.com/p/gtaivtools/downloads/list
  12. I've always heard that consoles are easier to design for since you have a non-changing platform to work with. With PC's you have so many compatibility issues with different hardware/software configurations. Sadly, the market is largely skewed toward consoles. Developers will focus their attention on the systems that bring in the most money (consoles). Piracy has had a very negative impact on PC games, but I'm encouraged to see games like BF3 really showcase what makes PC gaming great (expansive environments, amazing graphics). GTA V will do well on PC but will sell far more copies on the PS3/XBOX360. For this reason they'll focus their efforts on the consoles. However, I do expect a V to take better advantage of the PC abilities SLI/Crossfire/AA, etc. I'll cry if they release something similar to IV.... BTW I did see an article that said after they release Max Payne 3 they will have some more news on GTA V (I think they want to keep attention on their current release and not draw too much attention away from Max Payne 3).
  13. PFCBarefoot on GPM had posted that he bought the Chevy Caprice model and had given to some vehicle modelers, so I expect it will show up on GPM in the next coming months

Check your keyboard setup in the settings. Make sure ELS and the game siren aren't using the same key.

Most people set the ELS siren to G and the game siren/horn to H. The ELS siren is generally the siren that's used so you don't have to hold the bottom but can use the game siren (H) to activate the sirens air horn. If you encounter a bug/glitch that you believe is related to a script that you're running you'll need to reload the scripts. Usually it fixes the issue.
  16. GPMSharpCommand just posted a siren tutorial on youtube here: http://www.youtube.com/watch?v=1SneVKYONHg&list=UU6SnLmpQTzX7WVW8dOCygIw&index=1&feature=plcp
